摘要
将居民纳入碳普惠体系对碳市场建设和“双碳”目标的实现具有基础性和引导性作用,打造“可计量、可感知、公平性、激励性”的碳普惠运作模式是促进居民碳市场发展的关键。从居民减排量形成、聚合和交易的关系入手,提出面向多主体的居民碳普惠运营框架;系统性总结面向节能发电、出行等典型场景的居民减排量量化方法;引入碳聚合商,提出考虑时间和风险的居民减排量聚合套餐与流程,重点构建碳普惠框架下的居民减排量运营圈,分别论述居民减排量在商业、金融、碳市场等多元市场的应用现状和交易模式,并论述面向形成—聚合—交易闭环的居民减排量运营案例;总结居民碳普惠实施问题并展望未来趋势,为居民碳普惠建设提供参考。
The participation of residents in the carbon inclusion system plays a fundamental and guiding role in the construction of carbon market and the realization of“dual carbon”goal.It is the key issue of promoting the development of resident carbon market to construct a“measurable,perceptible,fair and incen⁃tive”operation mode of carbon inclusion.A carbon inclusion operation framework facing multiple entities is proposed from the relationship among formation,aggregation,and trading of residential emission reduction.The quantitative methods of residential carbon emission reduction in typical scenarios such as energy-saving power generation and traveling are systematically summarized.The carbon aggregator is introduced,the aggregation package and process are proposed considering the time and risk,an operation system of residen⁃tial emission reduction is emphatically built under the carbon inclusion framework.The application status and trading modes of residential emission reduction in diverse markets such as commercial,financial,and carbon markets are discussed,and the case of residential emission reduction operation facing forming-aggre⁃gation-trading closed loop is discussed.The implementation problems of residential carbon inclusion are summarized and the future development trend is prospected,which provides a reference for the construction of residential carbon inclusion.
