摘要
食品安全监管本质上是风险管理工作。食品安全风险链条复杂,涉及食品原料供应、生产经营、运输储存、餐饮食用以及监管执法等全链条,涵盖原料风险、工艺风险、行为风险、环境风险和认知风险等各领域。当前国际和国内关于食品安全风险指标的研究较少,更多集中在数量安全和质量安全方面研究食品安全指数,缺少对食品综合风险的量化指标体系。本研究以习近平总书记提出的总体国家安全观为指导,引入食品安全生产经营“本源风险”和农业投入品、环境影响等“连带风险”,从宏观经济和产业发展、社会环境等方面提出风险构成元素、影响因素和应用场景,搭建包含4个一级和13个二级指标的食品安全综合风险指标(FSRI)模型,为加强食品安全风险管理工作提供量化支撑。
Food safety regulation is fundamentally a process of risk management.Food safety chain is complex,correspondingly,food safe risk encompasses various types,including all risks from material suplying,processing,behavio r,environment and cognition.Currently,researches on food safety risk predominantly focus on food safe"inside"instead of"outside".This study introduces the“inherent risks”in food safety during production and operation,as well as the“associated risks”arising from agricultural inputs and environmental impacts.This study constructs a comprehensive Food Safety Risk Indicator(FSRI)model,which presents risk components,influencing factors and application scenarios from the perspectives of macroeconomics,industrial development and the social environment.FSRI model comprises four primary and twelve secondary indicators,which aims to establish a solid quantitative foundation for enhancing the food safety risks management.
