摘要
区域一体化政策有助于优化新质生产力布局,推动新一代人工智能等新质生产力核心技术发展。基于新一代人工智能发展视角,探究以国家级城市群建设为代表的区域一体化政策对新质生产力的赋能效应与作用机制。研究发现:国家级城市群建设对新一代人工智能发展具有显著的促进作用,且在发展水平较高的城市、非资源型城市和创新能力较强的城市中发挥了更为明显的促进作用。人力资本集聚、协同创新、产业升级在国家级城市群建设推动新一代人工智能发展的过程中发挥着链式中介效应,其中,协同创新效应占比最高。在促进本地新一代人工智能发展的同时,国家级城市群建设还通过空间溢出效应促进周边城市新一代人工智能的发展。由此,优化新一代人工智能发展的区域布局,建立跨区域合作机制,因地制宜制定发展规划,以加快推进新质生产力的数字化、智能化发展。
The regional integration strategy is of great practical significance for optimizing the layout of new productive forces and promoting the development of core technologies such as the new generation of artificial intelligence.Based on the perspective of the development of the new generation of artificial intelligence,this paper explores the enabling effect and mechanism of regional integration policy represented by the construction of national-level city clusters on new quality productive forces.The study reveals that the construction of national-level city clusters significantly increases the development level of the new generation of artificial intelligence,and such effect is more obvious in cities with higher development levels,non-resource-based cities,and cities with stronger innovation capabilities.The agglomeration of human capital,collaborative innovation and industrial upgrading exert a chain mediated effect in promoting the development of the new generation of artificial intelligence in the construction of national-level city clusters,with the highest proportion of collaborative innovation effects.The construction of national-level city clusters not only promotes the development of the new generation of artificial intelligence in the local area,but also promotes the development of the new generation of artificial intelligence in surrounding cities through spatial spillover effects.We can accelerate the digital and intelligent development of new quality productive forces by optimizing the regional layout of the development of the new generation of artificial intelligence,establishing cross-regional cooperation mechanisms,and formulating development plans tailored to local conditions.
