摘要
基于国家战略与学界研究,首先,对中国海洋渔业的发展成效和存在问题进行梳理归纳;其次,从驱动经济跃升、夯实生态根基、加速科技创新三个方面切入,提炼总结海洋渔业优化升级、提质增效的重点任务;最后,从走向有序、迈向深蓝、跃向高端三个维度出发,通过揽全局、明重点、握方向,更系统全面地探讨如何打造具有国际竞争力的现代海洋渔业产业体系。在政府、企业、社会公众的共同努力下,中国海洋渔业经济运行呈现数量增加和质量提升齐头并进的良好发展态势,养殖捕捞稳中向好、远洋渔业有序发展、生态养护成绩斐然、关联产业茁壮成长,但渔业资源过度开发、海水养殖转型滞后、加工能力相对不足、治理水平短板明显等问题也在纵深发展的过程中渐趋显现。沿海省市应立足新时代新征程,积极探索海洋渔业高质量发展路径:第一,从无度走向有序,以厘清资源家底、加强监管防控、落实安全追溯、提升政策效能、夯实人才基础为着力点,实现内生发展动力的持续提升、资源环境瓶颈约束的有效突破以及粗放型经济增长模式的稳步转型;第二,从沿海迈向深海,通过加快科技创新、延展产业链条、拓展国际合作、强化政策扶持、探索特色模式,持续提高海洋资源开发能力,不断拓展海洋经济发展空间;第三,从低端跃向高端,以延长产业链、提升价值链、拓宽增收链为核心,统筹推进海洋水产品多元化开发、多层次利用、多环节增值,充分挖掘海洋渔业发展潜力,稳步实现利用效率和价值效益的全面提高。
Based on national strategies and academic research,this paper first summarizes the achievements and existing problems of Chinese marine fishery.Secondly,it delves into the key tasks of optimizing and upgrading marine fisheries and improving quality and efficiency from the three aspects of driving the economic leapfrogging,consolidating the ecological foundation,and accelerating technological innovation.Finally,the paper explores from the three dimensions-moving towards order,advancing into the deep blue,and leaping to high-end-how to systematically and comprehensively build a modern marine fishery industrial system with international competitiveness.With the joint efforts of the government,enterprises and the public,Chinese marine fishery economy has presented a sound development trend of increasing quantity and improving quality simultaneously,with steady improvement in aquaculture and fishing,orderly development of ocean-going fisheries,remarkable achievements in ecological conservation,and robust growth of related industries.However,in the process of in-depth development,some problems are also gradually emerging,such as over-exploitation of fishery resources,lagging transformation of mariculture,relatively insufficient processing capacity,and obvious shortcomings in management and conservation.As suggested by the study,coastal provinces and cities should seize the opportunities of the new era and actively explore the path for high-quality development of marine fishery.Firstly,transiting from disorder to order:coastal areas should focus on clarifying resource inventory,strengthening supervision and control,implementing safety traceability,enhancing policy effectiveness.This will continuously enhance intrinsic development momentum,effectively break through resource and environmental constraints,and steadily transform coarse economic growth patterns.Secondly,moving from coastal areas to the deep sea:it is necessary to accelerate technological innovation,expand the industrial chain,promote international cooperation,strengthen policy support,and explore characteristic models to continuously improve the development capacity of marine resources and expand the development space of marine economy.Thirdly,leaping from the low-end to the high-end:coastal areas need to extend the industrial chain,enhance the value chain,broaden the income sources,and coordinate the diversified development,multi-level utilization,together with multi-link value-added of marine aquatic products,so as to fully tap the development potential of marine fishery,and steadily realize the comprehensive improvement of utilization efficiency and value benefits.
