摘要
多边机构是美国实施大国战略竞争政策的重要一环。美国在联合国对华实施打压遏制政策,是其大国竞争战略的延伸,也是其奉行“美国例外主义”和将联合国“战场化”的突出体现。美国行政当局、国会及战略界均参与到有关在联合国对华打压遏制政策的设计之中,对中国在联合国影响力的提升作出系统性反应,并重点寻求打击中国的规范倡导、阻遏中国的人才输送、抹黑中国的国家形象、瓦解中国的伙伴关系。美国的大国竞争政策破坏了联合国正常的合作氛围和运作秩序,加剧了联合国的动荡和分裂,阻碍了全球治理的进程和效能。面对美国压力,中国坚持真正的多边主义,坚定维护发展中国家的合法权益,推动构建公正合理的国际秩序。展望未来,更好地发挥联合国对大国关系的调节功能对于维护国际和平与稳定具有重要意义和价值。
Multilateral institutions are an important part of the United States'implementation of its great power strategic competition policy.The United States'policy of containing China in the United Nations is an extension of this policy and a prominent manifestation of its practice of American exceptionalism and its use of the United Nations as a battleground.The U.S.administration,Congress,and the strategic community are all involved in shaping the policy of suppression and containment of China at the United Nations,systematically responding to China's growing influence at the United Nations.These responses seek to attack China's normative advocacy,deter China's talent pipeline,discredit China's national image,and dismantle China's partnerships.The United States’policy of great power rivalry has undermined the normal atmosphere of cooperation and operations at the United Nations,exacerbated the turmoil and division of the United Nations,and impeded the process and effectiveness of global governance.In the face of pressure from the United States,China adheres to genuine multilateralism and firmly defends the legitimate rights and interests of developing countries,promote the construction of a more just and reasonable international order.Looking ahead,it is of great significance and value to international peace and stability that the United Nations should better perform its function of regulating relations between major powers.
