摘要
国家高新技术开发区是空间溢出效应的重要载体,也是推动区域经济高质量发展的核心力量。文章采用1995—2019年中国169个国家级高新区和286个地级市的面板数据,利用空间杜宾模型和双重差分法研究了高新区对区域经济高质量发展的促进作用,验证了高新区空间溢出效应影响区域经济高质量发展的机制与路径。实证研究表明:第一,高新区的设立显著提升了区域经济的高质量发展水平,这一结论在进行多项稳健性检验后仍然成立;第二,高新区对区域经济高质量发展的促进作用在城市人口规模划分下呈现差异化的结果,相较于大城市而言,特大和中小城市高新区的建设更好地推动了区域经济的高质量发展,而从城市区域划分来看则差异相对较小;第三,规模效应、竞争效应和创新效应是高新区空间溢出效应推动区域经济高质量发展的重要机制与路径。研究表明,高新区是推动区域经济高质量发展的关键平台,并通过空间溢出效应提升了所在区域的整体经济发展水平,为我国制定高新产业政策和区域发展战略提供了参考。
National high-tech industrial development zones(short for high-tech zones)are an important car-rier of spatial spillover effect and a core force to promote high-quality regional economic development.Based on the panel data of 169 state-level high-tech zones and 286 prefecture-level cities in China from 1995 to 2019,this article examines the promotional effect of high-tech zones on high-quality regional economic devel-opment with the spatial Durbin model and the difference-in-differences method.It also verifies the mecha-nism and path of the impact of spatial spillover effect of high-tech zones on high-quality regional economic development.The empirical research shows that:first,the establishment of high-tech zones has significantly improved the high-quality development level of regional economy,and this conclusion is still valid after a number of robustness tests;second,the promotion effect of high-tech zones on high-quality regional economic development presents different results under the division of urban population size.Compared with big cities,the construction of high-tech zones in large and small cities can better promote high-quality regional eco-nomic development,but the difference is relatively small from the perspective of urban regional division;third,scale effect,competition effect and innovation effect are crucial mechanisms and paths for the spatial spillover effect of high-tech zones to promote the high-quality development of regional economy.The study shows that the high-tech zones are key platforms to promote the high-quality development of regional economy,and improve the overall economic development level of the region through the spatial spillover effect,which pro-vides a reference for the formulation of China’s high-tech industry policy and regional development strategy.
