美国太平洋岛国政策新动向探析

An Analysis of the New Trends in U.S.Policy Toward Pacific Island Countries

摘要 近年来,美国推出一系列太平洋岛国政策,与太平洋岛国在政治、经济、文化、安全以及环保等领域开展交流与合作,同时加强与相关大国在太平洋岛国的博弈,以重振美国在太平洋岛国的霸权地位,并对冲中国在太平洋岛国不断扩大的影响力。总体来看,美国太平洋岛国政策的实施受到美国国内形势、国际信用以及太平洋岛国维护自身利益等因素掣肘。美国试图通过加大对太平洋岛国的政策投入谋求对华战略竞争“绝对优势”的意图难以实现,也将给太平洋岛国的和平与发展带来严峻挑战。中国应该保持战略定力,与美国以及太平洋岛国开展针对性的互动。 In recent years,the United States has launched a series of policies aimed at Pacific Island countries,engaging in exchanges and cooperation with these nations in such fields as politics,economy,culture,security and environmental protection.Simultaneously,it has intensified the game playing with major powers active in the region to reassert its hegemonic position in the Pacific Islands and hedge against the increasing influence of China there.On the whole,the implementation of the U.S.policy toward Pacific Island countries is constrained by the domestic conditions within the U.S.,international credibility and the Pacific Island countries’efforts to safeguard their own interests.The U.S.attempts to achieve an“absolute advantage”in strategic competition against China through increased policy engagement in the Pacific Island countries is unlikely to succeed.Instead,it may pose challenges to the peace and development of the Pacific Island countries.China should maintain its strategic composure and engage in targeted interactions with both the United States and the Pacific Island countries.
