摘要
社会组织作为社会治理和社会事业的重要主体,近年来在政府购买服务等措施支持下积极融入农村养老服务供给,发挥了独特功能和积极作用。基于重庆大足区的典型案例,构建“结构嵌入-主体互动”解释性分析框架,探讨了社会组织嵌入农村居家养老服务的实践过程及其可推广之处。研究发现,社会组织嵌入农村居家养老服务经历了政策规划与试点建设、摸底调研与制度构建、分类管理与志愿互助、村社支持与企业帮扶的发展过程,并通过构建制度建设、能力管理、资源整合和关系黏合等机制,突出了试点改革的引领性,提升了养老服务的专业性,增强了村社服务的自主性,激发了村民参与的积极性。社会组织在嵌入农村居家养老服务过程中还存在政策不连贯、服务范围有限、专业人才不足、整合能力不强等问题,建议从制度、关系、能力、资源等角度联合发力,加大购买农村居家养老服务力度,激活社区民众参与热情,培育多层次的养老服务人才,推动社会组织与政府、村社之间的互助合作。
As an important subject of social governance and social undertakings,with the support of government purchasing services and other measures,social organizations have actively integrated and played a unique function and positive role in supplying rural elderly care services in recent years.Based on a typical case in Dazu District of Chongqing,this paper constructs an explanatory analysis framework of“structural embedding subject interaction”,and discusses the practical process and extensibility of social organization embedding in home-based elderly care services in rural areas.The research finds that social organization embedding in rural home-based elderly care services has experienced the development process of policy planning and pilot construction,mapping research and system construction,classified management and voluntary mutual assistance,village community support and enterprise assistance.By strengthening system construction,capacity management,resource integration and relationship bonding mechanism,the leading character of pilot reform has been highlighted,the professionalism of elderly care services has been enhanced,the autonomy of village community services has been enhanced and the enthusiasm of villagers to participate has been stimulated.However,in the process of embedding rural home-based elderly care services,social organizations still face problems such as policy inconsistency,limited service scope,insufficient professional talents,and weak integration capabilities.It is suggested to jointly make efforts from the perspectives of system,relationship,ability,and resources to increase the purchase of rural home-based elderly care services,activate the enthusiasm of community participation,cultivate multi-level elderly care service talents,promote mutual assistance and cooperation between social organizations,government,and village communities.
