摘要
“十四五”以来,呼和浩特市(以下简称“呼市”)节能工作取得积极成效,但由于能耗双控目标的低基数效应,随着未来一大批工业项目建成投产,全市能耗总量和强度调控形势或将呈现先松后紧的发展态势,如何处理好能耗调控与经济稳定发展的关系,确保完成“十四五”节能约束性目标任务,本文基于面临的主要问题提出了相关对策建议。
Since the"14th Five-Year Plan"period,Hohhot(hereinafter referred to as"Hohhot")has achieved positive results in energy conservation.However,due to the low base effect of the dual control target for energy consumption,with the completion and commissioning of a large number of industrial projects in the future,the overall energy consumption and intensity regulation situation in the city may exhibit a trend of relaxation followed by tightening.This article proposes relevant countermeasures and suggestions based on the main problems faced to handle the relationship between energy consumption regulation and stable economic development,and ensure the completion of the"14th Five-Year Plan"energy conservation binding target tasks.
