摘要
自由贸易港是当今世界最高水平的开放形态。海南作为中国唯一的自由贸易港,自建立以来在对外贸易方面成绩卓然,外贸增速位居全国前列,进出口商品结构显著优化,市场多元化趋势明显,经营主体活力增强,新外贸模式和业态不断涌现。在全面分析海南自由贸易港近年来对外贸易发展现状的基础上,总结了其外贸发展的特点,提出海南应立足自身区位、自然资源等优势,加强制度集成创新力度,进一步释放自贸港有关贸易、投资、税收、金融等政策红利,实现贸易政策更开放、市场更自由、程序法规更便利、环境更包容,以高水平开放促进外贸高质量发展。
Free trade port is the highest level of openness in today's world.Hainan as China's only free trade port,since its establishment in foreign trade achievements,foreign trade growth rate has ranked among the forefront of the country,import and export commodity structure has been significantly optimized,the trend of market diversification is obvious,the vitality of business entities is enhanced,and new foreign trade models and formats emerge continuously.The authors comprehensively analyze the current situation of foreign trade development in Hainan free trade port in recent years,summarize the characteristics of its foreign trade development,and put forward that Hainan should be based on its own location,natural resources and other advantages,and strengthen the system integration and innovation efforts to further release the dividends of the free trade port policies on trade,investment,taxation,finance,etc.,realize more open trade policies,freer markets,more convenient procedures and regulations,and a more accommodating environment,so as to promote the high-quality development of foreign trade with a high level of openness.
