摘要
[目的/意义]人工智能技术的快速发展因其深刻的社会影响而引起了全球的广泛关注。聚焦以人工智能政策研究为核心的美国智库,分析其对美国人工智能战略的影响,对我国理解美国人工智能战略及建设我国智库,具有重大战略意义。[方法/过程]本文通过搜集12家美国智库发表的评论文章和研究报告,提炼、归纳其对美国人工智能战略的认知,并以具体案例分析智库对美国政府战略塑造和发展趋势的主要影响。[结果/结论]美国智库通过支持拜登政府制定人工智能战略、提供政策建议、扩大国际影响力和推动治理理念认同,塑造了美国人工智能战略。该战略旨在提升美国政府技术权力,协助应对中国发展,并通过国际合作巩固领导地位。我国智库应立足中国视角,促进公众参与和意见征集,提升智库参与战略规划的能力,强化政府的规范作用,推进我国智库国际化进程,加强对国际人工智能政策的研究。
[Purpose/Significance]The rapid advancements in artificial intelligence(AI)technology have garnered significant global attention due to their profound societal implications.Focusing on U.S.think tanks centered around AI policy research,analyzing their impact on the U.S.AI strategy,is of great strategic significance for our understanding of the U.S.AI strategy and for building our own think tanks.[Method/Process]This study systematically collected and synthesized commentary articles and research reports published by 12 U.S.think tanks.It then distilled and summarized their perceptions of the U.S.AI strategy.The study also analyzed the main impacts of these think tanks on the shaping and development trends of U.S.government strategy through specific case studies.[Result/Conclusion]U.S.think tanks have shaped the U.S.AI strategy by supporting the Biden administration in formulating the strategy,pro-viding policy recommendations,expanding international influence,and promoting the recognition of gov-ernance concepts.This strategy aims to enhance the technological power of the U.S.government,assist in addressing China’s development,and consolidate leadership through international cooperation.Further-more,it is advisable that China’s research institutions adopt a China-centric viewpoint,facilitate public engagement and opinion collection,augment their capacity to contribute to strategic planning,fortify the government’s normative function,promote the internationalization of China’s think tanks,and strengthen the research on international AI policies.
