中国减污降碳协同的时空演化特征及其影响因素分析

Analysis of Spatio-Temporal Evolution and Influencing Factors of Synergistic Pollution Control and Carbon Reduction in China

摘要 中国生态文明建设进入了“减污降碳”的新阶段。论文基于2010—2019年中国省级面板数据测算各省份污染和碳排放水平,借助协同控制坐标系法等工具考察二者的时空演化格局、空间关联特征和地区协同控制阶段,并采用空间误差模型分析其影响因素及异质性作用,据此提出对策建议。结果表明:(1)中国污染和碳排放水平均呈现“稳步下降、块状聚集”的演化态势,但“减污”明显优于“降碳”且南北存在差距;(2)八大经济区因禀赋差异处于不同的“减污降碳”协同控制阶段,但多数处于“减污降碳”的良好状态;(3)人口、技术要素是实现“减污降碳”协同的重要因素但因地理区位、资源禀赋产生差异,资源和治理要素则因其类型不同会产生异质性效果,经济发展则产生“增污不升碳”的特殊现象。 China’s ecological civilization construction has entered a new stage of“pollution reduction and carbon reduction”.This study measures the pollution and carbon emission levels of each province based on China’s provincial panel data from 2010 to 2019,and examines the spatial and temporal evolution patterns,spatial correlation characteristics,and regional synergistic control stages of the two with the help of the synergistic control coordinate system method and other tools.The spatial error model is used to analyze the influencing factors and heterogeneity,and countermeasures are proposed accordingly.The results show that:(1)China’s pollution and carbon emission levels both show the evolution trend of“steady decline and block aggregation”,but“pollution reduction”is obviously better than“carbon reduction”,and there is a gap between the north and the south;(2)The eight economic zones are different in terms of their endowments.They are at different stages of synergistic control of“pollution reduction and carbon reduction”due to endowment differences,but most of them are in a good state of“pollution reduction and carbon reduction”;(3)Population and technology factors are important factors in realizing the synergy of“pollution reduction and carbon reduction”,but they differ according to geographical location and resource endowment.Resource and governance factors will produce heterogeneous effects depending on their types,and economic development will produce the special phenomenon of“increasing pollution but not increasing carbon”.
