摘要
在“有为政府”和“有效市场”理念指导下,研究政府数据平台开通对全国市场一体化的影响对精准政策制定和双循环格局构建至关重要。文章通过分析2009—2022年244个城市的数据,将政府数据平台开通视作准自然实验,探讨其对市场一体化的促进作用。研究发现:首先,政府数据平台的开通显著推动了全国市场一体化;其次,内部路径通过新质生产力促进市场一体化,外部路径则通过优化市场化营商环境发挥作用;最后,在京津冀、长三角和中原城市群等地区,政府数据平台的推动作用尤为显著,且在高技术水平、低政府干预及具备数据交易平台的制度环境中效果更佳。研究结论为数字政府建设提供了理论依据和实证支持。
Guided by the principles of a"proactive government"and an"efficient market",this essay examines the im⁃pact of the launch of government data platforms on nationwide market integration,providing critical insights for precise policy formulation and the establishment of a dual circulation pattern.The essay analyzes data from 244 cities spanning the period from 2009 to 2022,employing the launch of government data platforms as a quasi-natural experiment to inves⁃tigate their impact on facilitating market integration.Research findings:firstly,the launch of government data platforms has significantly advanced nationwide market integration;Secondly,market integration is facilitated through internal path⁃ways by fostering new quality productivity forces,and through external pathways,by optimizing the market-oriented busi⁃ness environment.Lastly,the promotion of government data platforms is particularly pronounced in regions such as the Beijing-Tianjin-Hebei area,the Yangtze River Delta,and the Central Plains city cluster,and is further amplified in con⁃texts marked by advanced technological infrastructure,minimal governmental intervention,and the presence of estab⁃lished data trading platforms.The research findings offer both a theoretical foundation and empirical evidence to support the development of digital government.
