摘要
高等院校科研仪器是支撑学科建设和人才培养的重要条件保障,国家对高校科研仪器的投入逐年增多,科研仪器维修维护需求大、管理难、渠道单一等问题逐渐凸显。为规范维修维护管理流程、促进维修维护信息化管理,建设了科研仪器维修维护管理平台:实现信息化留痕管理、科研仪器维修维护全流程记录;通过搭建大型仪器二手配件库,实现进口仪器特殊配件的管理与利用;通过引入国产仪器服务商和选价竞价机制,助力国产维修维护团队发展。
[Objective]Scientific research instruments in higher education institutions play a vital role in supporting discipline development and talent cultivation.Over the years,government investments in these scientific research instruments in universities have steadily increased.However,several challenges have surfaced:①There is a lack of responsibility in using and managing large instruments,with inadequate follow-up use and support.②Maintenance data and statistics are often incomplete.③Maintenance channels remain limited,there are difficulties in purchasing original parts for imported instruments and other prominent problems.[Methods]To standardize the maintenance management process and advance information-based maintenance practices,a management platform was established based on the maintenance system at Jinan University.Through an information-based tracking management system,the procurement department and finance department of the university were coordinated to promote information-based repair reporting in both front-end and back-end management operations,achieve full process recording of scientific research instrument maintenance,build a second-hand parts library for large instruments,and ensure efficient management and utilization of special parts.At the same time,domestic instrument service providers have been introduced,along with the implementation of a bidding mechanism.By leveraging third-party maintenance capabilities to serve universities,the platform accelerates the development of domestic maintenance capabilities.[Results]Based on the characteristics of scientific research instruments and the urgency of their maintenance,a color-coded maintenance event table has been developed to prioritize and determine repair needs.We have established a maintenance platform jointly used by faculty users,management departments,and maintenance service providers.This platform enables seamless online management of the entire maintenance process,including fault reporting,inquiries,bidding,procurement of repair services,service provider acceptance,maintenance and repair record filing,repair acceptance,and financial settlements.Approval and acceptance processes vary based on the cost of maintenance and repairs.High-cost repairs are subject to stricter procedural controls by the university.Based on the repair and operation of large-scale instruments in the university,the utilization rate is approximately 97.18%.By examining the shared income,evaluation rankings,and comparing the maintenance-related expenses,it is evident that the annual revenue generated from shared usage exceeds the annual maintenance costs,effectively covering these expenses for large scientific research instruments.At the same time,a small number of imported large instruments can utilize third-party maintenance providers for nonoriginal factory repairs,greatly saving maintenance costs.Moreover,part replacement and substitution using second-hand accessories from similar instruments in the university have been achieved.[Conclusions]This article establishes a maintenance management platform aimed at streamlining the maintenance process for scientific research instruments.The platform integrates a well-structured bidding mechanism,promotes the service level of third-party maintenance providers,and gradually realizes the involvement of domestic service providers in the maintenance process.At the same time,it also helps universities save operating expenses for scientific research instruments and improve their service life.Furthermore,the platform plays a pivotal role in promoting the development of domestic instruments,enhancing self-reliance for core instruments,accelerating the replacement process of imported instruments with domestically produced alternatives,creating a healthy industrial ecology for scientific research instruments,and supporting high-quality development of national scientific research instruments.
