摘要
城市群是区域竞争的重要载体。目前我国城市群正经历着从“要素驱动”模式向“创新驱动”模式的转变,因此其创新能力尤其重要。同时,城市群的范围随着经济的发展、劳动力市场一体化进程的加深而不断变化,扩容已经成为城市群发展的一种趋势。那么,城市群扩容对区域创新能力有何种影响?应采取哪些措施来进一步提升城市群创新能力?以长三角城市群为研究对象,采用合成控制法,基于地级市面板数据,分析了2010年长三角扩容对整体城市、原位城市、新进城市的区域创新能力的影响。研究发现,长三角扩容对长三角城市群的区域创新能力起到了显著的促进作用,特别是对新进城市的促进作用大于原位城市的促进作用。然而,城市群扩容之后“虹吸效应”的存在使得生产要素进一步向原位城市和中心城市集聚,从而保持了更高的技术创新水平,新进城市需要充分利用技术外溢和市场规模来努力提升创新水平。此外,进一步从经济发展水平、人力资本、政府扶持、创新环境四个方面探究了长三角城市群扩容政策的实施对于区域创新能力影响的作用机制,发现长三角城市群在政府扶持和创新环境方面还需大力加强。
Urban agglomeration is an important carrier in regional competition. Nowadays, China's urban agglomerations are experiencing a transformation from the mode of “factor-driven” to “innovation-driven”, innovation capability thus playing an especially vital role. Meanwhile, with the development of economy and the unification of labor market, the scope of the urban agglomerations is changing, their enlargement gradually becoming a trend. How will this impact regional innovation capabilities? What measures can be taken to further improve their innovation capabilities? With Yangtze River Delta urban agglomeration as objects of research, based on the prefecture panel data, the authors used Synthetic Control Methods (SCM) to investigate how the enlargement of Yangtze River Delta urban agglomeration affect the regional innovation capacity of whole cities, incumbent cities and new cities during 2010. It is discovered that after the enlargement of Yangtze River Delta urban agglomeration, the regional innovation of the whole cities has been significantly improved, and especially the improving effect of the new cities is greater than that of the incumbent cities. However, after the Yangtze River Delta urban agglomeration enlargement, the productive factors are concentrating in incumbent cities and central cities due to the siphon effect, high level of technology innovation thus maintained in these cities. The new cities need to take full use of the technology spill over and market scale so as to enhance their capacity of technology innova tion. In addition, from perspectives of economic development, human capital, governmental support, innovation environment, the paper offers further insight into the mechanisms of the enlargement effect in promoting regional innovation ability, finding that, in order to improve regional innovation ability of urban agglomeration within Yangtze River Delta, improvements have to be made in areas of government support and innovation environment.
