摘要
社区慈善是中国特色慈善事业发展的重要方向,符合中华邻里互助传统,对推动基层社会治理现代化和社区发展具有重要意义。当前我国社区慈善有社区基金(会)、慈善超市、慈善工作站等多个载体,但在发展过程中存在筹资能力弱、服务水平低和专业人才不足等问题,如何促进社区慈善高质量、可持续发展成为慈善研究领域的重要议题。社会工作与慈善事业融合发展是中国治理现代化的必然选择,基于政策引领与行业自觉相协同、价值理念与工作方法相支撑的现实基础,社会工作赋能社区慈善的可为路径包括:增强主体赋能,完善社区慈善网络;注重文化动员,建设社区慈善资产;调适供需结构,优化社区慈善资源配置。
Community philanthropy represents a key direction in the development of philanthropy with Chinese characteristics.It resonates with the Chinese values of neighborly mutual assistance and plays a vital role in promoting the modernization grassroots social governance and community development.In China today,community philanthropy is carried out through various initiatives such as community funds(associations),charity stores,and charity workstations.However,in this process of its development,there persist challenges such as weak fundraising capabilities,low service standards,and a shortage of professional talent.Addressing how to promote the high-quality and sustainable development of community philanthropy has become a crucial topic in the field of philanthropy research.The integration of social work and philanthropy is an inevitable step toward modernizing governance in China.Based on a realistic foundation that integrates policy leadership with industry self-awareness and is supported by both core values and effective operational methodologies,the viable pathways for empowering community philanthropy through social work include:enhancing the empowerment of key stakeholders and refining community philanthropic networks;emphasizing cultural mobilization and fostering community philanthropic assets;and adjusting the supply-demand structure to optimize the allocation of resources for community philanthropy.
