摘要
随着城市化进程的持续推进,引导农民有序退出宅基地已成为农村宅基地制度改革的一项重要内容。确保农民土地权益是宅基地制度改革的根本价值导向。在盘活农村闲置宅基地进而促进乡村振兴的过程中,应始终坚持“自愿”与“有偿”的基本原则。“流转型模式”“抵押型模式”“退出型模式”“入市型模式”等多种宅基地退出模式不仅为农村宅基地制度改革提供了丰富的实践案例,还蕴含着可供借鉴的普遍性经验。应通过提炼和整合这些经验,构建公平合理的退出补偿机制、统筹兼顾的利益分配机制、体系完善的社会保障机制以及公开透明的民主协商机制,以保障农民有效退出宅基地。
With urbanization continues to advance,the effective guidance of the orderly withdrawal of farmers from rural homestead land has become a significant issue in the reform of the rural homestead system.The fundamental value orientation of homestead system reform is to ensure that farmers'land rights remain at the core.In the process of revitalizing idle rural homestead land to promote rural revitalization,it is of the utmost importance to adhere to the fundamental principles of voluntariness and compensation.This paper draws on the pilot experiences of the new era's rural homestead system reform to explore and summarize various models of homestead withdrawal.These include the"circulation model",the"mortgage model",the"exit model",and the"market entry model".These models offer a wealth of practical examples and insights that can be applied in a variety of contexts.By synthesizing and refining these experiences,it is essential to develop a fair and equitable exit compensation mechanism,a balanced interest distribution framework,a comprehensive social security system,and an open and transparent democratic consultation process to ensure the effective and orderly withdrawal of farmers from rural homesteads under the framework of rural revitalization.
