摘要
聚焦数智时代我国基层公共体育服务供需失衡问题,剖析其表征、机制并探索其治理路径。研究发现,供需失衡表征显著,评价体系模糊致使与居民精确需求冲突,数据碎片化阻碍数智协同,技术革新快但推广滞后加剧供需落差。内在机制复杂,需求演变中供给跟进脱节,智能算法偏见等技术隐患影响需求识别,纵向层级及横向部门结构梗阻引发协同难题。治理层面需系统推进,提升个体数智思维与能力,以多渠道宣传、线上线下融合提升供给主体能力及民众数智素养,实现个体赋权。虚实共治保障数据公平,从技术创新与制度完善着手,研发治理工具、打通信息壁垒、优化算法并强化监管。细化技术融合实践,构建智能健身算法框架及多技术协同体系,提升服务质量。优化多主体协同机制,明确政府、市场与社会组织职责,强化政绩—服务考核、社会组织激励及市场投资回报机制,凝聚协同动力。通过多策并举,平衡供需、提升服务质效,推动基层公共体育服务高质量、可持续发展,助力体育强国建设。
This paper focuses on the issue of supply-demand imbalance in grassroots public sports services in the digital intelligence era in China,deeply analyzing its manifestations,mechanisms,and exploring governance paths.The study reveals significant manifestations of supply-demand imbalance.The ambiguity of the evaluation system leads to conflicts with the precise needs of residents.Data fragmentation impedes digital intelligence collaboration.The rapid technological innovation contrasted with the lag in promotion exacerbates the supply-demand gap.The internal mechanisms are complex.The supply fails to keep pace with the evolution of demand.Technical hidden problems such as biases in intelligent algorithms affect demand identification.Structural obstructions in both vertical hierarchies and horizontal departments cause collaboration difficulties.In terms of governance,a systematic approach is required to enhance the digital intelligence thinking and capabilities of individuals.Through multi-channel publicity and the integration of online and offline models,improving the capabilities of supply subjects and the digital intelligence literacy of the public,realizing individual empowerment ensuring data fairness through the joint governance of virtual and real aspects.Proceeding from technological innovation and institutional improvement,developing governance tools,breaking through information barriers,optimizing algorithms,and strengthening supervision.Refining the practice of technology integration,constructing an intelligent fitness algorithm framework and a multi-technology collaboration system to improve service quality.Optimizing the multi-subject collaboration mechanism,clarifying the responsibilities of the government,market,and social organizations,and strengthening the performance-service assessment,social organization incentives,and market investment return mechanisms to enhance collaboration momentum.Through multiple strategies,balancing supply and demand,improving service quality and efficiency,and promoting the high-quality and sustainable development of grassroots public sports services,facilitating the construction of a sports power.
