摘要
构建面向青年家庭的生育友好型福利体系,旨在有效减轻生育负担,优化生育的社会与经济环境,从而充分挖掘并释放潜在的生育能力。中华人民共和国成立以来,我国生育福利政策经历五个关键阶段:从初期的鼓励生育,到随后提倡的节制生育,再到严格计划生育政策,进而到生育政策的逐步放宽,直至当前积极倡导并支持生育的新阶段。剖视青年家庭生育福利服务范围及内容,提出发挥政府主导作用、完善生育支持政策体系、优化生育服务保障、营造生育友好环境以及加强政策研究与监督等优化路径。梳理现有青年家庭生育福利政策,持续完善青年家庭生育友好型福利体系,有利于推动我国人口结构优化并实现高质量发展。
Building a childbearing friendly welfare system for young families aims to effectively reduce the burden of childbearing and optimize the social and economic environment for childbearing,so as to fully tap and release potential fertility.By the method of literature review,this study deeply analyzes the five key stages of China's fertility welfare policy since the founding of the People's Republic of China:from the initial encouragement of birth,to the subsequent promotion of birth control,to the strict family planning policy,and then to the gradual relaxation of the birth policy,to the current actively advocating and supporting the birth of a new stage.Based on the scope and content of the young family fertility welfare service,the paper puts forward the optimization path of giving play to the leading role of the government,improving the fertility support policy system,optimizing the fertility service guarantee,creating a childbearing friendly environment,and strengthening policy research and supervision.Combing the existing youth family fertility welfare policies and continuously improving the youth family fertility friendly welfare system is conducive to promoting the optimization of China's population structure and achieving high-quality development.
