草原有害生物防治能力提升工程项目建设现状、问题和对策

摘要 草原是我国重要的自然资源,承担着生产、生态和生活等多种功能,在构建生态屏障、促进牧业经济以及维系社会稳定等方面具有重要意义。近几十年来,受全球气候变化和人为过度利用草原的共同影响,草原生物灾害频发。为此,国家施行《全国动植物保护能力提升工程建设规划》(2017—2025年)来提升草原生物灾害防控能力,且取得了阶段性成果。但由于机构转隶的影响,草原有害生物防治方面的能力提升工程项目建设在项目资金获批率、项目资金下达率、项目规划设计与管理等方面均受到了一定的影响。本文系统梳理了全国草原有害生物防治能力提升工程建设现状和需求,并分析了项目建设过程中存在的问题,最后对未来草原有害生物防治能力提升工程项目建设基本思路、重点方向进行了展望。 Grassland is an important natural resource of our country,carrying many functions of production,ecology and life and having great significance in building ecological barrier,promoting pastoral economy and maintaining social stability.In recent decades,due to the combined effects of global climate change and human overuse of grassland,grassland biodisasters have occurred frequently.To this end,the state carried out the"National Plant and Animal Protection Capacity Improvement Project Construction Plan"(2017-2015)to improve grassland biodisaster prevention and control capabilities,and achieved phased results.However,due to the influence of institutional transfer,the construction of grassland pest control capacity improvement project has been affected in the approval rate of project funds,project fund delivery rate,project planning,design and management.This paper systematically sorted out the current situation and needs of the national grassland pest control ability improvement project construction,analyzed the problems existing in the project construction process and discussed,and finally prospected the basic ideas and key directions of the future grassland pest control ability improvement project construction.
