摘要
科技资源因共享不足导致利用率低下,而产学研协同创新因缺少平台支撑略显乏力,因此,研究科技资源共享服务产学研协同创新模式问题不仅必须且实为必要。通过国内外几种主要模式的比较研究,发现平台服务型模式是一种对政府主导模式和企业运作模式有效补充的新型模式;在此基础上,探索构建包含主体层、功能层、资源层以及保障层在内的平台型资源服务创新模式,并以中关村国基条件科技资源共享服务创新联盟为典型案例进行分析。研究发现:平台型资源服务创新模式拥有两个功能链条即资源共享功能链和协同创新功能链,并具备3个突出特点即“公益+服务”中介组织、“合作+共赢”利益共同体、“资源+创新”服务形式。基于此,提出资源共享、利益平衡、创新激励等运行机制,以及重视科技资源标准化规范化问题、开展全面系统的分布式治理、打造自主可控产业生态和正确应对机遇与挑战等政策建议。
Due to insufficient sharing of technological resources,the utilization rate is low,and the collaborative innovation between industry,academia,and research is somewhat weak due to the lack of platform support.Therefore,it is not only necessary but also necessary to study the model of technology resource sharing services for collaborative innovation between industry,academia,and research.Through comparative research on several major models at home and abroad,this paper finds that the platform service-oriented model is a new model that effectively supplements the government led model and the enterprise operation model.On this basis,it explores and builds a platform-based resource service innovation model that includes the main layer,functional layer,resource layer,and guarantee layer,and takes the National Science and Technology Resource Sharing Service Innovation Alliance as a typical case to conduct analysis.It is found that the platform-based resource service innovation model has two functional chains,namely the resource sharing function chain and the collaborative innovation function chain,and has three outstanding characteristics,namely,the intermediary organization of"public welfare and service",the interest community of"cooperation and win-win",and the service form of"resource and innovation".Based on this,the paper puts forward operational mechanisms such as resource sharing,interest balance,and innovation incentives,as well as policy suggestions such as attaching importance to the standardization and normalization of scientific and technological resources,carrying out comprehensive and systematic distributed governance,creating an independent and controllable industrial ecology,and correctly responding to opportunities and challenges.
