鄂伦春自治旗民族交往交流交融的历史经验与特点

摘要从历史上的拓跋鲜卑到鄂伦春族为代表的我国北方民族,对鄂伦春自治旗产生了深刻的影响。清朝以后,布特哈八旗制度、“谙达”与“安达”的出现,为该地区各民族交往交流交融注入了新的内容。鄂伦春自治旗的建立,从改善环境、创造条件的层面为各民族交往交流交融提供了有利条件,并伴随鄂伦春族的全面定居而得到深化。当前,该旗以改善基础设施建设、发展旅游业与“保护+融合+合作”的文化发展模式,有序推动着各民族交往交流交融。该个案印证了“交往”“交流”“交融”以并存的形式演进,还揭示了经济政策作为经济交往的主要形式,与党的“促进各民族团结进步、共同繁荣发展”和马克思主义民族交往理论之间的相同性。 Northern ethnic groups in China,represented by the Orcun and Tuoba peoples,have profoundly influenced the exchanges,interaction and integration among people of all ancient ethnic groups in the area of today's Orcun Autonomous Banner.Since the Qing Dynasty(1644-1911),the introduction of the Eight-Banner System of Butqa,as well as two kinds of Anda,has injected new vitality into the exchanges,interaction and integration among ethnic groups in the region.With better natural and social living environment,the establishment of Orcun Autonomous Banner has provided favorable conditions for the exchanges,interaction and integration among its various ethnic groups.The trend has been deepened with the comprehensive settlement of the Orcun peoples.Currently,the Banner actively and orderly promotes exchanges,interaction and integration among ethnic groups through improving infrastructure and developing tourism,under the cultural development pattern of protection+integration+cooperation.This case analysis fortifies the synchronous evolution of exchanges,interaction and integration.It also reveals that economic policies serve as the primary form of economic interaction,which aligns with Party's goal of promote solidarity of all ethnic groups and strive in unity,achieve full realization of common prosperity and development of all and Marxist theories of ethnic interaction.
