摘要
目的构建医院高质量发展评价指标体系,为评价医院发展水平提供依据。方法采用德尔菲法、层次分析法构建指标体系及权重,使用TOPSIS对Z市9家三级医院进行评价。结果三级公立医院高质量发展评价指标有4个一级指标,13个二级指标和48个三级指标;四级手术占比、CMI、电子病历应用功能水平分级、出院患者手术占比权重较大,是评价医院高质量发展的关键指标,权重分别为0.08、0.08、0.074、0.069。Z市各医院发展存在差距,医院H1发展最好,医院H8发展落后。结论本研究构建医院高质量发展指标体系具有较高权威性和科学性,为评价医院发展提供参考。
Objective To construct an evaluation index system for hospital high-quality development,and provide a basis for the evaluation of hospital development level.Methods Delphi method and analytic hierarchy process were used to construct the index system and weight,and TOPSIS was used to evaluate 9 tertiary hospitals in Z city.Results There were 4 first-level indicators,13 second-level indicators and 48 third-level indicators for the high-quality development of tertiary public hospitals.The proportion of four-level surgery,CMI,the functional level of electronic medical record application,and the proportion of discharged patients with surgery had large weights,which were the key indicators to evaluate the high-quality development of the hospital,with weights of 0.08,0.08,0.074,0.069,respectively.There was a gap in the development of hospitals in City Z,with hospital H1 developing best and hospital H8 lagging behind.Conclusion The hospital high-quality development index system constructed in this study is highly authoritative and scientific,which provides reference for the evaluation of hospital development.
