摘要
作为科层系统内部开展的重要控制行为,督查下乡需要建构科学的可监督性,推动政策决策与政策执行的有效统筹。为发挥督查下乡的监督控制功能,在长期运行实践中,督查下乡逐步形成了统一规则导向的标准设定机制、技术治理导向的信息搜集机制和政治问责导向的行为纠偏机制。然而,基层政策执行面临着模糊性、复杂性、多样性的治理场景,使得督查下乡在建构可监督性的实践过程中,遭遇了标准设定的弱合理化困境、信息搜集的反向适配困境和行为纠偏的问题混淆困境。提升督查下乡效能要正视基层可监督性建构的特殊性,兼顾基层政策执行的合法性与有效性,为基层创造性执行提供良好的督查环境。
As an important control behavior carried out within the bureaucratic system,the supervision to thecountryside needs to construct scientific supervisability and promote the effective coordination of policydecision and policy implementation.At present,the higher govermment has concentrated the policy controland has paid great attention to the control function of supervision to the countryside.In order to constructthe matching superviseability,the supervision to the countryside has implemented the unified rule-orientedstandard setting mechanism,the technical governance-oriented information collection mechanism,andthe political accountability-oriented behavior correction mechanism.However,the grassroots policyimplementation occurs in the contact zone between the state and society,facing ambiguous,complex,and diverse governance scenarios,which makes supervision to the countryside encounter the weakrationalization dilemma of standard setting,the reverse adaptation dilemma of information collection,and the problem confusion dilemma of behavior correction in the practice of constructing supervisability.This indicates that supervision to the countryside should face up to the particularity of the construction ofgrassroots supervisability,balance the legitimacy and effectiveness of grassroots policy implementation,and provide a favourable supervision environment for grassroots creative implementation.
