数字时代的文献遗产:国际数字遗产保护的经验与展望

摘要 通过文献调研、政策研究、案例分析可知,联合国教科文组织视域下数字遗产分为原生数字遗产和数字化遗产,包括文本、数据库、静态和动态图像、音频等多种形式。近20年全球数字遗产保护政策的发展过程中,联合国教科文组织作为数字遗产保护的引领者,国际图联和国际档案理事会作为数字遗产保护的倡导者,南非、荷兰、欧盟等作为数字遗产保护的响应者积极开展数字遗产保护,使数字遗产保护逐步得到宏观层面的政策保障。国际数字遗产保护实践表现出3个特点:以数字资源长期保存为首要任务,以关注原生数字遗产为发展趋势,以融入国家数字文化为推进力量。国际数字遗产保护也面临着以下现实困境:长期保存问题制约数字遗产保护,数字遗产遴选标准难以恒定统一,组织管理欠缺威胁数字遗产持续保护。 Through literature review, policy research, and case analysis, it is known that under the perspective of UNESCO, digital heritage is divided into born digital heritage and digital heritage, including various forms such as text, databases, static and dynamic images, and audio.Over the past 20 years, in the development of global digital heritage protection policies, UNESCO has acted as the leader in digital heritage protection, IFLA and ICA have served as advocates, and countries and areas such as South Africa, the Netherlands, and the European Union have responded positively to digital heritage protection, gradually ensuring policy support at the macro level. International digital heritage protection practices have three characteristics, which are prioritizing the long-term preservation of digital resources, focusing on born digital heritage as a development trend, and integrating into national digital culture as a driving force. However, several practical challenges remain,such as the issue of long-term preservation restricts digital heritage protection, the selection standards for digital heritage are difficult to maintain consistently, and the lack of organizational management threatens the sustained protection of digital heritage.
