网络基础设施建设赋能城市绿色技术创新:内在机理与经验证据

Network Infrastructure Construction Enabling Urban Green Technology Innovation:Internal Mechanism and Empirical Evidence

摘要 文章把“宽带中国”战略视为一项准自然实验,采用多期双重差分模型探究网络基础设施建设对城市绿色技术创新的影响及其作用机制。研究发现,网络基础设施建设对城市绿色技术创新具有显著促进作用。经过相应的稳健性检验和内生性问题处理后,上述结论依然成立。机制分析发现,数字经济发展与创新活跃度是网络基础设施建设促进城市绿色技术创新的重要渠道;加强环境监管力度有利于提高网络基础设施建设对城市绿色技术创新的积极影响。异质性分析发现,在非资源型城市和非中心城市,网络基础设施建设促进城市绿色技术创新的作用更为显著。研究结论在理论上有助于解析网络基础设施建设对城市绿色技术创新的作用机理,在实践上有助于政府充分利用网络时代机遇,加快城市发展方式的绿色转型,打造智慧、生态、创新、文明的未来之城。 Taking"Broadband China"strategy as a quasi-natural experiment of network infrastructure construction,the authors construct a multi-period Difference-in-Differences(DID)model to empirically test the influence and internal mechanism of network infrastructure construction on urban green technology innovation.The results indicate that the construction of network infrastructure significantly promotes urban green technology innovation.After the corresponding robustness test and endogeneity problem treatment,the above conclusions are still valid.Mechanism analysis shows that digital economy development and innovation activity serve as important channels for network infrastructure construction to promote urban green technology innovation.Furthermore,strengthening environmental supervision is conducive to enhancing the positive impact of network infrastructure construction on green technology innovation.Heterogeneity analysis shows that for non-resource-based cities and non-central cities,network infrastructure construction plays a more significant role in promoting urban green technology innovation.In theory,the research conclusions of this paper are helpful to analyze the mechanism of network infrastructure construction on urban green technology innovation,and in practice,are helpful for the Chinese government to make full use of the opportunities in the network era,thereby accelerate the green transformation of urban development mode,and build a smart,ecological,innovative,and civilized future city.
