摘要
开放发展注重的是解决发展内外联动问题。经研究测算,2024年中国经济开放发展总指数为30.56,与2013年相比增长了19.6%。二级指标中,2024年开放形势、经贸往来、交流合作指数较2013年分别下降了19.7%、32.8%、2.7%,制度开放和开放布局指数较2013年增长了88.6%和130.8%。从各区域的情况来看,东部地区的开放发展指数最高,东北地区次之,再次是中部地区,西部地区最低。未来推进开放发展,要在继续扩大对外开放的基础上,进一步扩大对内开放;在继续向发达国家开放的基础上,进一步扩大对发展中国家和“一带一路”沿线国家开放;在继续巩固沿海地区开放先导地位的基础上,进一步统筹沿江沿边和内陆开放;在继续坚持“走出去”的基础上,进一步依托我国超大规模市场优势实现“引进来+走出去”的双向开放;在继续坚持商品和要素流动型开放的基础上,进一步推动规则、规制、管理、标准等制度型开放。
Open development focuses on solving internal and external linkage problems.The total index of China's economic openness and development in 2024 is 30.56,an increase of 19.6%compared to 2013.In the secondary indicators,the indicators of openness,economic and trade exchanges,and exchange cooperation in 2024 have decreased by 19.7%,32.8%,and 2.7%compared to 2013,while the indicators of institutional openness and openness layout have increased by 88.6% and 130.8% respectively.From the perspective of various regions,the open development index is highest in the eastern region,followed by the northeast region,then the central region,and lowest in the western region.To promote open development in the future,we need to further expand domestic opening on the basis of continuing to expand external opening;On the basis of continuing to open to developed countries,further expand the opening to developing countries and countries along the Belt and Road;On the basis of continuing to consolidate the leading position of coastal areas in opening up,further coordinate the opening up along the Yangtze River,border areas,and inland areas;On the basis of continuing to adhere to the principle of "going global",we will further rely on the advantages of China's super large market to achieve a two-way opening of "bringing in" plus "going global";On the basis of continuing to adhere to the openness of commodity and factor flow,further promote institutional openness in terms of rules,regulations,management,standards,etc.
