摘要
国家长治久安不仅是民族复兴、国家强盛的基础与前提,也是国家治理体系与治理能力现代化的重要体现。作为国家治理的重要实践标准,公众的治理满意度对国家稳定具有显著的预测作用,但既有研究对二者的影响机制及作用条件的关注相对不足。基于善治理论、合法性理论和文化价值观理论,将政府权威作为中介变量、政治价值观作为调节变量,构建了一个有调节的中介模型。通过对全国31个省(自治区、直辖市)11000份有效数据的分析,检验公众治理满意度对其国家稳定感知的影响过程与边界条件,研究发现:治理满意度与国家稳定感知之间具有显著的正相关,且政府权威在二者之间具有完全中介作用;政治价值观反向调节了政府权威的中介效应,即在政府权威与国家稳定感知的关系中政府权威的中介效应随政治价值观的增强而明显减弱。这一研究发现丰富和加深了有关公众治理满意度与国家稳定关系机制的认知,也为提升公众国家稳定感知提供了实证研究支持与治理实践启示,即政府行政应以人民为中心、提升政府回应性、强化对政治价值观的引导培育。
Long-term national stability is the foundation and prerequisite for national rejuvenation and prosperity,and is an essential manifestation of the modernization of China’s system and capacity for governance.As a practical standard of national governance,public governance satisfaction has a significant predictive effect on national stability,yet existing studies have paid relatively little attention to the mechanism and conditions of the above influence.Based on the theory of good governance,the theory of legitimacy,and the theory of cultural values,this study constructed a moderated mediation model with government authority as the mediator and political values as the moderator.By analyzing 11,000 valid data from 31 provinces(autonomous regions and municipalities directly under the central government)across China,this paper examined the process and boundary conditions of the influence of public governance satisfaction on their perceived national stability.The results showed that governance satisfaction positively correlates with perceived national stability,and government authority fully mediates between them.Political values inversely moderate the mediating effect of government authority.Specifically,in the relationship between government authority and perceived national stability,the stronger the political values of“benefit the people and boost the country”,the weaker the effect of government authority on perceived national stability.The findings of this research enrich and deepen the understanding of the relationship between public governance satisfaction and national stability,and provide empirical research support and governance practice insights for enhancing public perceived national stability.
