摘要
天津市高校是天津市R&D研究的重要生力军。通过对 2 0 0 0年天津市和全国R&D人员统计数据的分析 ,发现天津市高校R&D人员存在规模不足、流动性大、相对分散、拔尖人才缺乏、基础研究人员比例小的现象 ,本文针对如上情况提出了政策建议。
The colleges are important in the R&D of Tianjin. After analyzing R&D personnel data of Tianjin colleges in 2000, the article find that there are many problems such as the R&D personnel is insufficiency, too fluid, too separate and lack of outstanding meritocracies etc. The article also provides the corresponding countermeasure and measures.
