我国学位授权政策回顾与展望

Review and Prospect of China's Degree Authorization Policy

摘要 我国学位授权政策变迁大致历经初创期——巩固调整期——优化发展期三个阶段。其变迁脉络体现为:公平与效率并举是基本的价值取向,从促进研究生教育规模发展向内涵式发展过渡是其主要政策主要内容,从中央政府统一管理向尝试扩大高校自主办学权过渡是其政策重心,采取渐进的策略逐步推进。在现代治理语境下我国学位授权政策要寻求变革,最根本是转变政府角色和职能。 The history of academic degree authorization policy in China goes through three stages as initial- adjustment-optimization development. Its characteristic of development embodies: taking fairness and efficiency as the basic value; transition from scale development to connotative development; transition from the central government unified management gradually to expand the universities' autonomy; taking a gradual advancing step by step. In the context of modern governance, the degree authorization policy should seek to change, the most fundamental path is to change roles and functions of the government.
