摘要
当前以岗位津贴制为核心措施的高校人事分配制度改革不可能建立起科学的教师激励系统。为了激励教师 ,必须改变高校科层制的组织结构和等级性浓厚的组织文化 ,使教师成为高校的主人 ;必须进一步增强科研、教学工作的内在吸引力 ,赋予教师比较充分的工作自主权。当然 ,实现这些改革非常困难 ,构建有效的教师激励系统也决非一日之功。
An effective staff stimulating system cant be established by the current income distribution reform with the subsidy system as its core. In order to encourage staffs, the current bureaucratic structure and stratified culture in universities must be changed so that teachers acquire the masters position of their colleges. Meanwhile, teachers should be endowed with more autonomy by strengthening the appeal of teaching and research work. Of course, the construction of such a system needs time and hard work.
