摘要
医疗保障制度的根本依据在于社会公平的基本原则 ,其结构与内容取决于经济、社会等方面的现实条件。医疗保障的政策框架由基本医疗保险、补充医疗保险、商业医疗保险及社会医疗救助四个部分组成。医疗保障制度应在完善相关政策的条件下形成结构、功能合理的系统整体。
Basing on the principle of social equity,the structure and content of medical security system was determined by social and economical reality.Policy frames of medical security were composed of basic medical insurance,complementary medical insurance,commercial medical insurance and social medical aid.Medical security system should become a whole with rational structure and function under perfect related policies.
