摘要
为了提高退耕还林工程的管理效率,实现工程管理的规范化、准确化和自动化,采用系统工程的设计思想和软件工程方法,将MIS、GIS和RS结合应用于湖南省退耕还林工程信息管理系统的设计,对湖南省退耕还林工程管理的业务流和基本数据流进行了系统分析,将该信息管理系统设计为基本信息管理、统计上报、分析查询、行政管理活动辅助功能、决策辅助和图形管理功能等6个功能模块。重点探讨了该信息管理系统中主要属性信息的组织管理、数据库结构设计和图形数据库的组织管理。确定信息源、处理好表间关系和信息更新流程是湖南省退耕还林工程管理信息系统设计的关键。
In order to improve management efficiency and realize the standardization, accuracy and automation of management of the project of Abandoning Farmland to Vegetation Restoration(AFVR),the design methods of system engineering and software engineering were employed to comprehensively analyze the function flow and data flow of information management system. The information management system of AFVR developed through application of integrated MIS, GIS and RS comprised 6 function modules, i.e. basic data management, report, data analysis and query, administration aiding, decisionmaking aiding, and graphic processing. The attribute data organization and management, database structure design, and spatial data organization and management were discussed critically. The crucial techniques for MIS design were data source identifying, intertable relationship tackling, and data updating.
