摘要
在宏观经济体制与管理格局基本明朗的条件下，解决区域卫生资源配置失衡的问题，可以绕过投资体制，但是必须强化中观层次的管理职能，并从制度上保障中观层次调控区域卫生资源配置功能的具体落实。
As system of macro-economy and patterm of macrographic management are clearer,problem of improper allocaton of regional healty resoureces can be solved by improving meso -scopic control.It is not essential to stress the system of investment,but the function of meso-scopic management has to be emphasized systematically.
