摘要
城市公共安全管理是城市公共管理的重要内容。我们应在广泛借鉴国内外有益经验的基础上,通过立法明确政府不同部门和社会团体在城市公共安全管理中的职责定位,建设先进的信息管理系统,打破条块分割的传统公共安全运行管理机制,从更高层次整合现有的公共安全资源,建立起集中统一、层次分明、序列协调的新型城市公共安全管理体系,承担起向全社会提供系统全面公共安全服务的职能。
The Urban Public Security Management (UPSM)is an important part of city public management. Restricted by many kinds of factors, there are still some problems in the UPSM in our country. As a result, we should take the internal and outernal beneficial expierence as reference, definite the positions and duties of different department of government and social groups in the form of legislation. Also we should build an ad-venced manage system of information in order to break the traditional mechanism of public security management which is divided into isolated veins and regions . It is expected that the present resources of public security will be conformed in a higher level, so that we can build a new style of UPSM which is in united conduction, clear levels and harmonious order, to take the response of providing a systematic and complete service of public security to the whole society.
