摘要
合理用药是国家药物政策制定的主要目的之一。国家基本药物制度的实施对药品供应保障和提高合理用药水平都发挥着重要作用。本文基于药品流通使用过程中的委托代理模式,系统分析了我国目前基本药物制度实施过程中出现的激励不相容特征,在此基础上,提出完善基于国家基本药物制度的合理用药体系的相关建议:建立有效的药品信息沟通和披露机制,完善合理用药激励相容评价方法体系,建立委托-代理模式下的职业风险机制以及完善基本药物供应保障制度。
Rational use of medicines is one of the key purposes of Drug Policy and has been the primary target of China’s national essential medicines programme( NEMP). Based on the principal-agent model in the process of drug delivery and utilazation,this article systematically analyzes the incentive incompatibility features in the implementation of the current Essential Medicine Policy in China. Then,put forward suggestions for improving the rational drug use system based on the national essential medicine system,such as,establishing an effective drug information communication and disclosure mechanism;improving the incentive compatibility evaluation system of rational drug use;building up an occupational risk mechanism based on the principal-agent mode,and improving the essential medicine supply security system.
