摘要
统筹城乡经济社会发展 ,即“统筹城乡发展”和“统筹经济社会发展”是党的“十六”大深刻总结几十年城乡关系发展的实践经验而提出的一个重大战略决策 ,是解决“三农”问题、加快全面小康建设、增强国民经济持续发展活力的重大创新。由于“两个统筹”战略思想内涵丰富 ,意义深远 ,关系到我国现代化建设第三步战略目标的实现 ,有必要深入加以研究。本报告将从不同层面描述城乡差距 ,形成城乡关系失衡的危机意识 ,认识城乡统筹的必然性 ;并通过揭示城乡分化问题的成因、寻找城乡经济社会协调发展的国际经验 ,提出实施“两个统筹”
This text describe the disparity between town and country from the different level, the crisis consciousness for forming the relation unbalance between town and country, and the inevitability of understanding the plan about town and country as a whole. Passing by exposing the cause of formation on differentiation between town and country, it look for the international experience on economy society harmonious development of town and country, and bring up the development strategy on 'two plans as a whole' into practice.
