摘要
公共权力与利益之间具有非常紧密的关系。权力都与利益相伴随，但是并非所有利益都有权力之争，而权力之争必然是为了利益。利益是行使权力的目标；权力是创造利益、获取利益的有效的手段。公共权力的本质是为社会大众谋取公共利益，但是，许多时候并非如此，这就导致公共权力异化——腐败的发生。正确处理权力与利益的关系是中国共产党的重大课题。
There is closer relations between the public power and benefit. Not all benefit is related to power but power is certainly for benefit. The benefit is objective of using power, the power is effective method of producing and getting profit. The public power's essence is to seek public profit for the public. Sometimes, it is not the case, for this reason public power becomes alienated—corruption happens. Correctly handling relation between public power and benfit is a great political task for the Communist Part of China.
