摘要
发达国家制定的技术标准 ,并不是维护全球福利或本国社会福利 ,而是为了某些产业利益而设置的针对发展中国家的“技术壁垒”。作者针对技术壁垒对出口商的不同作用机制与受技术壁垒保护的行业市场结构的不同组合 ,从理论上分析了这些技术壁垒对发展中国家出口的制约作用 ,并提出了一些突破技术壁垒的政策建议。
This essay argues that the technical standards set up by the developed countries under the pretext of their domestic social welfare or global well-being actually are directed against other countries, in particular the developing countries.On the basis of an analysis of the different combinations of the operating mechanisms of the technical barriers for exporters and the market structures of the industries protected by the technical barriers,the essay examines from a theoretical view how technical barriers restrict the exports of the developing countries,and it suggests some policy recommendations to break these technical barriers.
