摘要
中国社会长期存在的城乡分割对立的二元经济结构和社会体制是使城乡教育产生严重差别的社会制度原因。城乡二元经济结构导致教育制度的种种设置与安排存有突出的"城市取向",这自然构成城乡教育的严重差别。城乡二元经济结构及二元教育结构已内化成城乡人口不同的教育意识与教育观念,这种意识与观念的不同又会反作用于城乡教育差别的存在。我国现行的教育制度实际上仍存在着较严重的城乡分野,存在着教育机会的认可与教育资源配置上的某种不平等的倾向,缩小城乡教育差别,更应加强教育制度与教育政策自身的改革。当代中国的教育制度与教育政策,需要按照促进社会公平的原则进行更深刻的解构与建构。
The political commitment made by the Sixteenth Congress of the CPC aims to narrow rural and urban disparity in China. In the process of building well-off society, one of the important missions of the reform and development of China's educational undertakings is to narrow rural and urban educational disparity. Therefore, the formulation of educational policy should concentrate on the topic of 'narrowing educational disparity' and reflect the tendency of this policy. The article studies the systematic reasons for rural and urban educational disparity and puts forward the policy on narrowing the disparity.
