摘要
建立真正的民主法治国家 ,理解法治、把握宪政以及解读宪政与法治之间的关系 ,是非常必要的。法治更多的是一种理念上的东西 ,要实现这个理念 ,就需要建立相应的制度 ,而宪政制度就是其中的一个制度层面。可以说宪政安排是实现法治的最重要的制度安排。
To set up the real democratic country governed by law, it is very essential to understand rule by law, hold the constitutional government and understand the relationship between constitutional government and rule by law. Rule by law is mostly a thing on a kind of idea to rule by law, to realize this idea, it needed to set up corresponding system, and the system of constitutional government is one system aspect of them. We can say that the constitutional government arrangement is the most important system arrangement to realize rule by law.
