摘要
研究以公共财政为研究视角,选取厦门市学区房制度为研究对象,根据公共财政相关理论,选择从已有文献、现有政策、市场交易三个方面,建构学区房制度的研究框架,发现厦门市学区房制度存在入学程序较为僵化,人性化考量明显不足;住房买卖交易成本高,政策落实阻碍大等问题。针对上述问题,研究提出完善绩效考核制度,推行“租售同权”化;强化公共财政运行法治建设,发挥公民监督作用等完善路径。
From the perspective of public finance, the study selects Xiamen school district housing system as the research object, according to the relevant theories of public finance, constructs the research framework of school district housing system from existing literature, existing policies and market transactions, and finds that Xiamen school district housing system has rigid admission procedures and insufficient human considerations;high housing transaction costs and large policy implementation. In view of the above problems, this research proposes to improve the performance appraisal system, implement the “same right of rent and sale”, strengthen the legal construction of public finance operation, and give play to the supervision role of citizens.
