摘要
十九大以来,乡村振兴成为我国一个战略目标,乡村振兴专项资金对促进该战略起到决定性作用。本文以浙江省部分地区为例,对乡村振兴专项资金管理进行调研,分析其存在的专项资金管理机制不完善、专项资金监管体系不健全和资金审计程序繁琐和专项资金使用效率不高等问题,并提出加强相关机制建设和关注发展重点,优化资金支出结构等相关建议,使得政府财政在乡村振兴中的作用发挥到最大,推动浙江省乡村振兴事业纵向深化发展。
Since the Nineteenth National Congress, rural revitalization has become a strategic goal of our country, and the special fund for rural revitalization has played a decisive role in promoting this strategy. Taking some areas of Zhejiang Province as an example, this paper investigates the management of special funds for rural revitalization, analyzes the problems of imperfect special fund management mechanism, imperfect special fund supervision system, cumbersome fund audit procedures and low efficiency in the use of special funds, and puts forward relevant suggestions such as strengthening the construction of relevant mechanisms and focusing on development priorities, optimizing the structure of capital expenditure, so that the role of government finance in rural revitalization can be maximized, and the vertical deepening of rural revitalization in Zhejiang Province is promoted.
