Compared to the decline of the entire Arctic multiyear sea ice,changes in newly formed sea ice indicate more thermodynamic and dynamic information on Arctic atmosphere–ocean–ice interaction and northern mid–high latitude atmospheric teleconnections. Here, we use a large multimodel ensemble from phase 6 of the Coupled Model Intercomparison Project(CMIP6) to investigate future changes in wintertime newly formed Arctic sea ice. The commonly used model-democracy approach that gives equal weight to each model essentially assumes that all models are independent and equally plausible, which contradicts with the fact that there are large interdependencies in the ensemble and discrepancies in models' performances in reproducing observations. Therefore, instead of using the arithmetic mean of well-performing models or all available models for projections like in previous studies, we employ a newly developed model weighting scheme that weights all models in the ensemble with consideration of their performance and independence to provide more reliable projections. Model democracy leads to evident bias and large intermodel spread in CMIP6 projections of newly formed Arctic sea ice. However, we show that both the bias and the intermodel spread can be effectively reduced by the weighting scheme. Projections from the weighted models indicate that wintertime newly formed Arctic sea ice is likely to increase dramatically until the middle of this century regardless of the emissions scenario.Thereafter, it may decrease(or remain stable) if the Arctic warming crosses a threshold(or is extensively constrained).展开更多

The performance assessment studies are successfully us...The effective and efficient management of agricultural water use is crucial to enhance agricultural production to meet the demand of a rapidly growing population. The performance assessment studies are successfully used to describe the irrigation problems and provide remedial measures. In this study, the performance assessment of the twin main canals of the Gezira Scheme were examined and evaluated using a set of performance indicators. The analysis was made using 3 Landsat and 8 Modis data of 2001-2002, and results showed that the seasonal average values of water productivity, relative water supply, overall consumed ratio, depleted fraction and relative evapotranspiration were respectively 0.47, 0.72, 1.41, 0.75 and 0.57 kg·m^-3 for Gezira main canal, whereas the values for Managil main canal were 0.43, 0.54, 1.68, 0.71 and 0.50 kg·m^-3, respectively. The monthly average values of crop water deficit for Gezira and Managil were respectively 71 and 78 mm-month^-1. Considering the spatial variation in some indicators, the irrigation uniformity is deemed as poor according to Molden and Gates (1990). The analysis also showed that the gap between water demand and supply during winter season was glaringly high (46%).展开更多
Background: The Occupational Safety and Health Council(OSHC) is committed to improve the safety performance of the high risk construction industry.In the past three years,about 40% of the fatal accidents in the constr...Background: The Occupational Safety and Health Council(OSHC) is committed to improve the safety performance of the high risk construction industry.In the past three years,about 40% of the fatal accidents in the construction industry were related to Renovation,Maintenance,Alteration and Addition(RMAA).Due to the poor safety record,some of the RMAA contractors have difficulty in obtaining the Employees' Compensation Insurance(ECI) cover in the market,or if they could obtain the ECI,the premium rate would be exceedingly high.In view of this,the OSHC,the Labour Department jointly launched"OSH Star Enterprise-Pilot Scheme on Safety Accreditation for the RMAA Industry",which prompts the industry to take practicable safety measures to improve the safety of working environment and reduce occupational injuries.The program also helps the stakeholders and insurers to identify safety-conscious contractors and thereby provide them with a favourable premium rate under the Employees' Compensation Insurance Residual Scheme(ECIRS).Objectives: The OSHC launches the Pilot Scheme to improve the safety performance of the RMAA industry through providing safety training,subsidizing enterprise to purchase safety equipment and providing safety audit.We also use financial incentive to encourage RMAA enterprises to join the Pilot Scheme-for those who are accredited as "OSH Star Enterprise"could receive a premium discount from the ERIRS when obtaining the ECI.The scheme also differentiates those safety-conscious and law-abiding enterprises from the poor performers,which helps the industry and public identifying the RMAA contractors who pay attention to work safety.Methods: The Pilot Scheme targets RMAA enterprises that employ less than 50 employees in Hong Kong.A three-pronged approach is used to improve the safety performance of the RMAA industry: the Pilot Scheme provides(1) financial support for the RMAA contractors to buy a transportable temporary anchor device and full body safety harness and its anchor system;(2) safety training on RMAA work safety and safety & health supervisor course;and(3) safety audit.Results: Enterprises that successfully pass the safety audit and satisfied the Scheme requirements will be accredited as"OSH Star Enterprise",which will be valid for two years.These enterprises can also be upgraded to"OSH Gold Star Enterprise"based on their continuous improvement in safety performance.OSHC will set up a register of OSH-accredited enterprises in RMAA works for reference of the public to facilitate their choosing of accredited contractors.The Employees' Compensation Insurance Residual Scheme Bureau will provide privileged premium rate for enterprises with OSH accreditation."OSH Star Enterprise"could enjoy 40% discounts when joining their insurance scheme.For example,a skilled worker's annual premium can be reduced by about HK $ 36,000.While,the "OSH Gold Star Enterprise"could enjoy 50% discounts when joining their insurance scheme,which means a skilled worker's annual premium can be reduced up to HK $ 45,000.Achievements: This Pilot Scheme offers practical assistance as well as attractive financial incentives for the RMAA industry to improve their safety performance.The Employees'Compensation Insurance Residual Scheme provides premium discounts for enterprises that have a good safety record.It provides incentive for RMAA contractors to actively participate in the Pilot Scheme.The Scheme demonstrates that by providing a safe working environment and appropriate personal protective equipment to workers,the enterprise not only helps to reduce the accident rate of the industry but also receive an economic return.The Pilot Scheme bridges stakeholders of RMAA industry,the government and the insurance industry creating an "all-win"situation.This partnership approach to prevent injuries and accidents in the construction industry could be an effective model for other industries.展开更多
Thermal transport investigation in colloidal suspensions is taking a significant research direction.The applications of these fluids are found in various industries,engineering,aerodynamics,mechanical engineering and ...Thermal transport investigation in colloidal suspensions is taking a significant research direction.The applications of these fluids are found in various industries,engineering,aerodynamics,mechanical engineering and medical sciences etc.A huge amount of thermal transport is essential in the operation of various industrial production processes.It is a fact that conventional liquids have lower thermal transport characteristics as compared to colloidal suspensions.The colloidal suspensions have high thermal performance due to the thermophysical attributes of the nanoparticles and the host liquid.Therefore,researchers focused on the analysis of the heat transport in nanofluids under diverse circumstances.As such,the colloidal analysis of H_(2)O composed byγAl_(2)O_(3)and Al_(2)O_(3)is conducted over an elastic cylinder.The governing flow models ofγAl_(2)O_(3)/H_(2)O and Al_(2)O_(3)/H_(2)O is reduced in the dimensionless form by adopting the described similarity transforms.The colloidal models are handled by implementing the suitable numerical technique and provided the results for the velocity,temperature and local thermal performance rate against the multiple flow parameters.From the presented results,it is shown that the velocity of Al_(2)O_(3)–H_(2)O increases promptly against a high Reynolds number and it decreases for high-volume fraction.The significant contribution of the volumetric fraction is examined for thermal enhancement of nanofluids.The temperature of Al_(2)O_(3)–H_(2)O andγAl_(2)O_(3)–H_(2)O significantly increases against a higherϕ.Most importantly,the analysis shows thatγAl_(2)O_(3)–H_(2)O has a high local thermal performance rate compared to Al_(2)O_(3)–H_(2)O.Therefore,it is concluded thatγAl_(2)O_(3)–H_(2)O is a better heat transfer fluid and is suitable for industrial and technological uses.展开更多

The performance of PRMA scheme with random contention is compared with the performances of traditional PRMA under permission contention scheme. The proposed scheme is a simpler contention mechanism that does not depend on a pre-determined permission probability as PRMA under permission contention scheme. In this new method, terminals select the contention slot uniformly from the pool of remaining free slots in the current frame. We evaluate the performance of the new contention mechanism in terms of various metrics including maximum number of carried voice calls and packet delays for a given acceptable drop rate of voice packets. We show that the new mechanism is superior to that of PRMA under permission contention scheme for loaded systems and is expected to be insensitive for traffic source burstiness.展开更多

The objectives were to establish benchmarks...Comparative performance analysis of four irrigation schemes within Cagayan River Basin was assessed using comparative performance indicators between the years 2008 and 2012. The objectives were to establish benchmarks for both productivity and performance of irrigation schemes along the valley and to inquire whether small schemes function better than large schemes. The performance evaluation study of the systems composed of three general performance indicators, based on three domains-(1) system operation performance; (2) agricultural productivity and economics; (3) financial performance. Each indicator was assessed based on the prescribed descriptors used by the International Water Management Institute (IWMI) and Food and Agriculture Organization (FAO). Analysis showed an overall system performance efficiency of 59%, 55%, 47% and 36% for Magat River Integrated Irrigation System (MARI1S), Lucban, Garab and Divisoria Communal Irrigation Systems (CIS), respectively. In terms of annual productivity performance, Lucban CIS dominates the three other systems with 0.35 kg/m3, which was classified as moderately performing system, while the rest were classified with low productivity index. Financial sustainability of the systems were extremely poor with cost recovery ratio of 0, 0.33, 0.41 and 0.49 for Divisoria, Garab, Lucban and MARIIS, respectively, which were exceptionally below the standard value of at least one. Also, analysis of the indicators revealed that on average, large schemes performed similarly to small-scale schemes, but small schemes were more variable, particularly in input-use efficiency. The benchmarking study will provide strategic information to policy makers of agricultural and irrigation agencies on the existing weaknesses of irrigation systems in the country and determine in a more quantifiable terms levels of potential improvement and intervention targets.展开更多

Mesh reflector antennas are widely used in space tasks owing to their light weight,high surface accuracy,and large folding ratio.They are stowed during launch and then fully deployed in orbit to form a mesh reflector ...Mesh reflector antennas are widely used in space tasks owing to their light weight,high surface accuracy,and large folding ratio.They are stowed during launch and then fully deployed in orbit to form a mesh reflector that transmits signals.Smooth deployment is essential for duty services;therefore,accurate and efficient dynamic modeling and analysis of the deployment process are essential.One major challenge is depicting time-varying resistance of the cable network and capturing the cable-truss coupling behavior during the deployment process.This paper proposes a general dynamic analysis methodology for cable-truss coupling.Considering the topological diversity and geometric nonlinearity,the cable network's equilibrium equation is derived,and an explicit expression of the time-varying tension of the boundary cables,which provides the main resistance in truss deployment,is obtained.The deployment dynamic model is established,which considers the coupling effect between the soft cables and deployable truss.The effects of the antenna's driving modes and parameters on the dynamic deployment performance were investigated.A scaled prototype was manufactured,and the deployment experiment was conducted to verify the accuracy of the proposed modeling method.The proposed methodology is suitable for general cable antennas with arbitrary topologies and parameters,providing theoretical guidance for the dynamic performance evaluation of antenna driving schemes.展开更多

Agricultural contamination with pesticides is a challenging problem for both human and bee health. Consequently, a number of laboratories performing pesticides residues analyse in honey and honey products has graduall...Agricultural contamination with pesticides is a challenging problem for both human and bee health. Consequently, a number of laboratories performing pesticides residues analyse in honey and honey products has gradually increased in recent years. In the framework of their accreditations according to ISO 17025 standard, these laboratories must control their performances through interlaboratory comparison. Interprofessional Bureau of Analytical Studies (BIPEA) organizes regular proficiency testing schemes (PTS) in many analytical domains, including the analysis of pesticides in honey, to compare the performances of the laboratories. As an example, one test was conducted in October 2015 using an organic honey spiked with 21 pesticides, at levels between 15 ^g/kg and 200 ^g/kg, with 27 participating laboratories. This test was intended for the identification and quantification of 21 molecules of pesticides residues. The techniques used by the laboratories were GC-MS-MS, LC-MS-MS, GC-MS and GC-ECD, according to the molecules. Participating laboratories were required to return their results on a dedicated website after a period of one month, and a statistical treatment of the data was performed according to ISO 13528 standard. Assigned (consensus) values were calculated from the participants’ results and the performances of the laboratories could then be evaluated individually and collectively according to ISO 17043 standard. The results of this test were satisfactory for detection and quantification, whatever the analytical technique. The molecules were correctly identified by the laboratories and the recovery rates ranged from 56% up to 88%. The dispersions of the results, studied through the coefficients of variation, were also satisfactory ranging from 7% to 30%. This test showed that the laboratories participating routinely in this kind of tests are very competent in the analysis of pesticides residues in honey. It also allowed the participating laboratories to draw up a general inventory of their analytical skills, and it was a very useful tool to detect bias or non-compliant results. It acted as a warning signal for the implementation of corrective and/or curative actions in the laboratories.展开更多

The former researches have confirmed that the cells groupings time-shift pilots scheme is effective to reduce inter-cell interference, especially pilot contamination, which results from the pilot reuse in adjacent cells. However, they have not specified reasonable cells groupings factor, which plays a critical role in the general performance of the LSAS. Therefore, this problem is researched in details. The time for reverse-link data transmission will be compressed, when the groupings factor surpasses a certain range. Thus it is not always beneficial to increase the cells groupings factor without limitation. Furthermore,a reasonable cells groupings factor is deduced from the perspective of optimization to enhance the system performance. Simulations verify the proposed cell grouping factor.展开更多

文摘Background: The Occupational Safety and Health Council(OSHC) is committed to improve the safety performance of the high risk construction industry.In the past three years,about 40% of the fatal accidents in the construction industry were related to Renovation,Maintenance,Alteration and Addition(RMAA).Due to the poor safety record,some of the RMAA contractors have difficulty in obtaining the Employees' Compensation Insurance(ECI) cover in the market,or if they could obtain the ECI,the premium rate would be exceedingly high.In view of this,the OSHC,the Labour Department jointly launched"OSH Star Enterprise-Pilot Scheme on Safety Accreditation for the RMAA Industry",which prompts the industry to take practicable safety measures to improve the safety of working environment and reduce occupational injuries.The program also helps the stakeholders and insurers to identify safety-conscious contractors and thereby provide them with a favourable premium rate under the Employees' Compensation Insurance Residual Scheme(ECIRS).Objectives: The OSHC launches the Pilot Scheme to improve the safety performance of the RMAA industry through providing safety training,subsidizing enterprise to purchase safety equipment and providing safety audit.We also use financial incentive to encourage RMAA enterprises to join the Pilot Scheme-for those who are accredited as "OSH Star Enterprise"could receive a premium discount from the ERIRS when obtaining the ECI.The scheme also differentiates those safety-conscious and law-abiding enterprises from the poor performers,which helps the industry and public identifying the RMAA contractors who pay attention to work safety.Methods: The Pilot Scheme targets RMAA enterprises that employ less than 50 employees in Hong Kong.A three-pronged approach is used to improve the safety performance of the RMAA industry: the Pilot Scheme provides(1) financial support for the RMAA contractors to buy a transportable temporary anchor device and full body safety harness and its anchor system;(2) safety training on RMAA work safety and safety & health supervisor course;and(3) safety audit.Results: Enterprises that successfully pass the safety audit and satisfied the Scheme requirements will be accredited as"OSH Star Enterprise",which will be valid for two years.These enterprises can also be upgraded to"OSH Gold Star Enterprise"based on their continuous improvement in safety performance.OSHC will set up a register of OSH-accredited enterprises in RMAA works for reference of the public to facilitate their choosing of accredited contractors.The Employees' Compensation Insurance Residual Scheme Bureau will provide privileged premium rate for enterprises with OSH accreditation."OSH Star Enterprise"could enjoy 40% discounts when joining their insurance scheme.For example,a skilled worker's annual premium can be reduced by about HK $ 36,000.While,the "OSH Gold Star Enterprise"could enjoy 50% discounts when joining their insurance scheme,which means a skilled worker's annual premium can be reduced up to HK $ 45,000.Achievements: This Pilot Scheme offers practical assistance as well as attractive financial incentives for the RMAA industry to improve their safety performance.The Employees'Compensation Insurance Residual Scheme provides premium discounts for enterprises that have a good safety record.It provides incentive for RMAA contractors to actively participate in the Pilot Scheme.The Scheme demonstrates that by providing a safe working environment and appropriate personal protective equipment to workers,the enterprise not only helps to reduce the accident rate of the industry but also receive an economic return.The Pilot Scheme bridges stakeholders of RMAA industry,the government and the insurance industry creating an "all-win"situation.This partnership approach to prevent injuries and accidents in the construction industry could be an effective model for other industries.
文摘Thermal transport investigation in colloidal suspensions is taking a significant research direction.The applications of these fluids are found in various industries,engineering,aerodynamics,mechanical engineering and medical sciences etc.A huge amount of thermal transport is essential in the operation of various industrial production processes.It is a fact that conventional liquids have lower thermal transport characteristics as compared to colloidal suspensions.The colloidal suspensions have high thermal performance due to the thermophysical attributes of the nanoparticles and the host liquid.Therefore,researchers focused on the analysis of the heat transport in nanofluids under diverse circumstances.As such,the colloidal analysis of H_(2)O composed byγAl_(2)O_(3)and Al_(2)O_(3)is conducted over an elastic cylinder.The governing flow models ofγAl_(2)O_(3)/H_(2)O and Al_(2)O_(3)/H_(2)O is reduced in the dimensionless form by adopting the described similarity transforms.The colloidal models are handled by implementing the suitable numerical technique and provided the results for the velocity,temperature and local thermal performance rate against the multiple flow parameters.From the presented results,it is shown that the velocity of Al_(2)O_(3)–H_(2)O increases promptly against a high Reynolds number and it decreases for high-volume fraction.The significant contribution of the volumetric fraction is examined for thermal enhancement of nanofluids.The temperature of Al_(2)O_(3)–H_(2)O andγAl_(2)O_(3)–H_(2)O significantly increases against a higherϕ.Most importantly,the analysis shows thatγAl_(2)O_(3)–H_(2)O has a high local thermal performance rate compared to Al_(2)O_(3)–H_(2)O.Therefore,it is concluded thatγAl_(2)O_(3)–H_(2)O is a better heat transfer fluid and is suitable for industrial and technological uses.
文摘This paper introduces a packet reservation multiple access (PRMA) with random contention for fixed wireless access communications. The performance of PRMA scheme with random contention is compared with the performances of traditional PRMA under permission contention scheme. The proposed scheme is a simpler contention mechanism that does not depend on a pre-determined permission probability as PRMA under permission contention scheme. In this new method, terminals select the contention slot uniformly from the pool of remaining free slots in the current frame. We evaluate the performance of the new contention mechanism in terms of various metrics including maximum number of carried voice calls and packet delays for a given acceptable drop rate of voice packets. We show that the new mechanism is superior to that of PRMA under permission contention scheme for loaded systems and is expected to be insensitive for traffic source burstiness.
文摘Comparative performance analysis of four irrigation schemes within Cagayan River Basin was assessed using comparative performance indicators between the years 2008 and 2012. The objectives were to establish benchmarks for both productivity and performance of irrigation schemes along the valley and to inquire whether small schemes function better than large schemes. The performance evaluation study of the systems composed of three general performance indicators, based on three domains-(1) system operation performance; (2) agricultural productivity and economics; (3) financial performance. Each indicator was assessed based on the prescribed descriptors used by the International Water Management Institute (IWMI) and Food and Agriculture Organization (FAO). Analysis showed an overall system performance efficiency of 59%, 55%, 47% and 36% for Magat River Integrated Irrigation System (MARI1S), Lucban, Garab and Divisoria Communal Irrigation Systems (CIS), respectively. In terms of annual productivity performance, Lucban CIS dominates the three other systems with 0.35 kg/m3, which was classified as moderately performing system, while the rest were classified with low productivity index. Financial sustainability of the systems were extremely poor with cost recovery ratio of 0, 0.33, 0.41 and 0.49 for Divisoria, Garab, Lucban and MARIIS, respectively, which were exceptionally below the standard value of at least one. Also, analysis of the indicators revealed that on average, large schemes performed similarly to small-scale schemes, but small schemes were more variable, particularly in input-use efficiency. The benchmarking study will provide strategic information to policy makers of agricultural and irrigation agencies on the existing weaknesses of irrigation systems in the country and determine in a more quantifiable terms levels of potential improvement and intervention targets.
文摘The investigation of Thermal performance in nanofluids and hybrid nanofluids over a curved stretching infinite region strengthens its roots in engineering and industry.Therefore,the comparative thermal analysis in SiO_(2)–H_(2)O and(MoS_(2)–SiO_(2))–H_(2)O is conducted over curved stretching surface.The model is reduced in the dimensional version via similarity transformation and then treated numerically.The velocity and thermal behavior for both the fluids is decorated against the preeminent parameters.From the analysis,it is examined that the motion of under consideration fluids declines against Fr and.The thermal performance enhances for higher volumetric fraction and.Further,it is noticed that thermal performance prevailed in(MoS_(2)–SiO_(2))–H_(2)O throughout the analysis.Therefore,(MoS_(2)–SiO_(2))–H_(2)O is better for industrial and engineering uses where high heat transfer is required to accomplished different processes of production.

文摘Mesh reflector antennas are widely used in space tasks owing to their light weight,high surface accuracy,and large folding ratio.They are stowed during launch and then fully deployed in orbit to form a mesh reflector that transmits signals.Smooth deployment is essential for duty services;therefore,accurate and efficient dynamic modeling and analysis of the deployment process are essential.One major challenge is depicting time-varying resistance of the cable network and capturing the cable-truss coupling behavior during the deployment process.This paper proposes a general dynamic analysis methodology for cable-truss coupling.Considering the topological diversity and geometric nonlinearity,the cable network's equilibrium equation is derived,and an explicit expression of the time-varying tension of the boundary cables,which provides the main resistance in truss deployment,is obtained.The deployment dynamic model is established,which considers the coupling effect between the soft cables and deployable truss.The effects of the antenna's driving modes and parameters on the dynamic deployment performance were investigated.A scaled prototype was manufactured,and the deployment experiment was conducted to verify the accuracy of the proposed modeling method.The proposed methodology is suitable for general cable antennas with arbitrary topologies and parameters,providing theoretical guidance for the dynamic performance evaluation of antenna driving schemes.
文摘The performance analysis and simulation of coding schemes based on the modeling Ka band fixed satellite channel have been presented. The results indicate that concatenated codes with large inner interleaving depth have good performance and high spectrum efficiency. The studies also show that simple block interleaving is very effective in combating the slow frequency nonselective fading of Ka band.

文摘Agricultural contamination with pesticides is a challenging problem for both human and bee health. Consequently, a number of laboratories performing pesticides residues analyse in honey and honey products has gradually increased in recent years. In the framework of their accreditations according to ISO 17025 standard, these laboratories must control their performances through interlaboratory comparison. Interprofessional Bureau of Analytical Studies (BIPEA) organizes regular proficiency testing schemes (PTS) in many analytical domains, including the analysis of pesticides in honey, to compare the performances of the laboratories. As an example, one test was conducted in October 2015 using an organic honey spiked with 21 pesticides, at levels between 15 ^g/kg and 200 ^g/kg, with 27 participating laboratories. This test was intended for the identification and quantification of 21 molecules of pesticides residues. The techniques used by the laboratories were GC-MS-MS, LC-MS-MS, GC-MS and GC-ECD, according to the molecules. Participating laboratories were required to return their results on a dedicated website after a period of one month, and a statistical treatment of the data was performed according to ISO 13528 standard. Assigned (consensus) values were calculated from the participants’ results and the performances of the laboratories could then be evaluated individually and collectively according to ISO 17043 standard. The results of this test were satisfactory for detection and quantification, whatever the analytical technique. The molecules were correctly identified by the laboratories and the recovery rates ranged from 56% up to 88%. The dispersions of the results, studied through the coefficients of variation, were also satisfactory ranging from 7% to 30%. This test showed that the laboratories participating routinely in this kind of tests are very competent in the analysis of pesticides residues in honey. It also allowed the participating laboratories to draw up a general inventory of their analytical skills, and it was a very useful tool to detect bias or non-compliant results. It acted as a warning signal for the implementation of corrective and/or curative actions in the laboratories.

文摘The influence of cells groupings factor to the performance of the cells groupings time-shift pilot scheme is researched for the multiple cells large scale antennas systems(LSAS). The former researches have confirmed that the cells groupings time-shift pilots scheme is effective to reduce inter-cell interference, especially pilot contamination, which results from the pilot reuse in adjacent cells. However, they have not specified reasonable cells groupings factor, which plays a critical role in the general performance of the LSAS. Therefore, this problem is researched in details. The time for reverse-link data transmission will be compressed, when the groupings factor surpasses a certain range. Thus it is not always beneficial to increase the cells groupings factor without limitation. Furthermore,a reasonable cells groupings factor is deduced from the perspective of optimization to enhance the system performance. Simulations verify the proposed cell grouping factor.
