Study on the Factors Influencing the Level of Innovation in Agricultural Science and Technology Projects

This paper carries out a questionnaire survey of persons in charge of the agricultural project in the " Eleventh Five-Year National Support Program" on the level of innovation in projects and the factors influencing innovation. After the linear regression analysis of the survey data,it is found that the factors influencing the innovation in agricultural science and technology projects include the level of innovation in scientific achievements,efficiency of research methods and creation of innovation environment. Through the variance analysis of the level of innovation and its influencing factors related to different innovators,it is found that there are differences in the statistical significance of level of innovation in projects among universities,research institutes,research and extension departments directly under the government,and enterprises; there are no significant differences in the understanding of factors influencing innovation,that is,different innovators basically have the same understanding of factors influencing innovation,but the assessment on level of innovation in projects completed is different to some extent.On this basis,this paper proposes the recommendations for further strengthening the level of innovation in agricultural science and technology projects in order to provide a theoretical reference and practical basis for the project managers to effectively improve the level of agricultural science and technology project management,and enhance the level of innovation in projects. 展开更多

Firstly,relying on the science and technology project of high yield in Hebei Province,connotation of agricultural technology demonstration and extension mode and the high yield grain project in Hebei Province is introduced.Extension mode of agricultural technology demonstration and radiation is constructed.Agricultural technology demonstration and radiation mode includes the radiation center,primary irradiation and secondary irradiation.Secondly,management system and operational mechanism of agricultural technology demonstration and radiation mode are discussed,mainly expressed in establishing leading group in each demonstration county(city),carrying out leader contract responsibility system,establishing expert advisor steering group and setting up core experts group for subject,establishing technical experts group for subject,setting up leading group in the radiation area,carrying out chief expert responsibility system and technician matrix responsibility system,establishing the operating mechanism of "open,flow,competition and collaboration" with "test area-expert two-way selection" as the core content.Finally,countermeasures to improve the agricultural technology demonstration and radiation mode is put forward,such as establishing the rural technology demonstration base,strengthening cooperation with enterprises,and adopting flexible technical training,so as to promote the spread of agricultural high-tech,to increase the contribution rate of agricultural technology,and to offer ideas for agricultural technology extension model at the new era. 展开更多

This research was conducted to provide a comparative analysis of China's and US's agricultural innovation in science and technology and offer some guidance on the construction of agricultural innovation system in science and technology in China. The countermeasures are proposed with a hope to shorten China's and US's gap of agricultural innovation in science and technology by analyzing agricultural innovation model features in science and technology of the United States. The advantages of United States model of agricultural innovation in science and technology include sound legal framework safeguard, complete scientific and technological innovation system, high quality and talented personnel, sufficient technical development and extension funding, and extensive applications of modern agricultural high-tech. There is a gap in agricultural innovation between China and the United States. Agriculture innovation in science and technology in China should improve in several aspects such as agricultural legislation, construction of sound agricultural innovation system in science and technology, building first-class agricultural innovation and extension teams, establishing diversified channels for investment, and improving the applications of high technology in agriculture. 展开更多

Evaluation for Innovation Ability of National Agricultural Science and Technology Parks in Jiangxi Province

Innovative ability is an important indicator for judging the effectiveness of the national agricultural science and technology park construction. Based on the statistical data of four national agricultural science and technology parks built in Jiangxi Province, this paper constructs an evaluation system consisting of three first-level indicators, eight second-level indicators and 24 three-level indicators. Based on the combined weighting method, the comprehensive scores of the innovation capabilities of the parks are obtained. It is found that the gap in innovation capability of each park is wide, and the radiation-driven function has not yet appeared. It is necessary to promote the improvement of innovation capabilities by promoting the synergy and innovation of agricultural science and technology in the park, encouraging the park to construct agricultural technology business incubators, and building and improving innovation platforms. 展开更多

In order to improve the level of agricultural economic development, our country starts from the grass-roots level, practicing the task of popularizing agricultural science and technology at the grass-roots level from the top to the bottom, so that the grass-roots agriculture can better realize a transition from labor-intensive to technology-intensive, and further improve the utilization rate of human resources and the production efficiency of agricultural economy at the grass-roots level. Taking the current situation of agricultural science and technology promotion in Duoshi Street, Jiyang District, Ji’nan City as an example, this paper expounds in detail the necessity of grass-roots agricultural science and technology promotion to promote the development of agricultural economy. The comprehensive improvement strategy of intra-county environment pollution in the city and countryside was searched.By the research method which combined the microscopic view,the macroscopic view with the dynamic perspective,the seriousness of rural water quality,soil and atmospheric pollution in Xiangxiang,Xiangtan and the surrounding areas in Shaoshan irrigated area was revealed.The control measure which was 'four-dimensional pollution in the city and countryside'—— low-carbon-high-value agriculture and the technology innovation was proposed.The low-carbon-high-value technology innovation industrialization demonstration in three parts which included the pre-production,mid-production and post-production deep-processing of cultivation and breeding industry in the ecological cyclic agricultural garden in Shaoshan irrigated area was the driving force.We tried to propel the low-carbon ecological cultivation and breeding industry which included the paddy rice,grass,tree,medicinal herbs and pig,cow,chick,duck,fish.We wanted to relieve the structural unbalance of previous cultivation and breeding industry,'cheap grain hurting the farmers' and the short-leg problem of social-economic-ecological benefit.The results showed that the low-carbon-high-value agricultural system was a poly-generation technology system which promoted the multi-level and grading utilization,saved the energy,reduced the consumption and cleaned the production based on the ecology. 展开更多

Objective To put forward some suggestions for the improvement of the evaluation system of Shenzhen Industrial Park of Shenzhen-Hong Kong Innovation Cooperation Zone by studying the scientific research project evaluation and management system of Japan Agency for Medical Research and Development(AMED).Methods Through literature review,lessons were drawn from the review and management policies and methods of biomedical projects implemented by Japan AMED.Then some reference was provided to the review and management of the projects in Shenzhen Industrial Park.Results and Conclusion A basic review framework has been set up in Shenzhen Industrial Park,which consists of scientific research management institution of Shenzhen Industrial Park,Third-Party Review Institution and Science Committee.However,there are three problems in this system:unclear selection criteria of review experts,insufficient supervision and lack of project evaluation standards.These problems can be solved by establishing an expert think tank,setting up graded project supervisors to have the dynamic monitoring,and developing a general evaluation scale for evaluating scientific research projects in Shenzhen Industrial Park. 展开更多

农业科技创新如何影响农业绿色发展——基于省域面板数据的实证分析

基于2010—2022年我国31个省、自治区、直辖市的面板数据,采用熵值法测算历年的农业绿色发展水平与农业科技创新水平,并运用双向固定效应模型、空间杜宾模型以及门槛效应模型实证分析农业科技创新对农业绿色发展的直接效应、空间溢出效... 基于2010—2022年我国31个省、自治区、直辖市的面板数据,采用熵值法测算历年的农业绿色发展水平与农业科技创新水平,并运用双向固定效应模型、空间杜宾模型以及门槛效应模型实证分析农业科技创新对农业绿色发展的直接效应、空间溢出效应以及门槛效应。研究发现:农业科技创新能够有效促进农业绿色发展,但这一结论在具有不同农作物生产结构和地理区位的地区中存在一定差异;本地区农业科技创新对邻近地区农业绿色发展存在正向的空间溢出净效应;农业科技创新对农业绿色发展的影响存在门槛效应,呈现出“促进-抑制-促进”的发展趋势。基于上述结论,建议加强农业科学技术的研发与应用,鼓励区域间农业生产及科研合作,强化农业科技创新的绿色导向,以促进我国农业的绿色发展。 展开更多

科学技术是第一生产力,是国家发展的核心战略力量。对于农业农村科技现代化实现效率的研究,有助于了解我国农业农村科技现代化推进过程中存在的问题,为相关决策提供可靠的参考依据。基于熊彼特创新理论的分析框架,构建Global Super SBM... 科学技术是第一生产力,是国家发展的核心战略力量。对于农业农村科技现代化实现效率的研究,有助于了解我国农业农村科技现代化推进过程中存在的问题,为相关决策提供可靠的参考依据。基于熊彼特创新理论的分析框架,构建Global Super SBM模型,对我国农业农村科技现代化的实现效率进行了实证分析。研究表明:当前我国各地区对农业农村科技现代化的重视程度不断增加,促进了整体效率的提升,但是区域的不平衡性问题突出;虽然我国部分地区能够发挥好自身的比较优势或后发优势,但可能由于地区经济结构相对复杂,导致资源投入分散,或者投入较大而投入效率不高而导致实现效率较低;地区间农业农村科技现代化实现效率的差异可能引发各地区内部技术进步的不均衡性。基于此,提出需要从发掘农业农村科技创新动能、优化农业农村资源要素配置、缩小农业农村地区技术差异等方面提升我国农业农村科技现代化的实现效率。 展开更多
