Ecological Security Assessment and Risk Management Framework for Recycled Water Systems in Landscape Hydration

Against the backdrop of intensifying global water scarcity,reclaimed water reuse has emerged as a critical strategy for ecological replenishment of landscape water bodies.However,its potential ecological risks remain underexplored.This study aims to establish a multidimensional ecological safety evaluation framework for reclaimed water replenishment systems and propose hierarchical risk prevention strategies.By integrating ecotoxicological assays(algae growth inhibition,Daphnia behavioral anomalies,zebrafish embryo toxicity),multimedia exposure modeling,and Monte Carlo probabilistic simulations,the risk contributions and spatial heterogeneity of typical pollutants are quantitatively analyzed.Results revealed that sulfamethoxazole(RQ=2.3)and diclofenac(RQ=1.8)posed high ecological risks,with their effects nonlinearly correlated with hydraulic retention time(HRT<3 days)and nutrient loading(TN>1.2 mg/L).A three-tier risk prevention system was developed based on the“source-pathway-receptor”framework:ozone-activated carbon pretreatment achieved 85%removal efficiency for pharmaceutical contaminants,ecological floating beds enhanced nitrogen and phosphorus retention by 40%-60%,and hydraulic regulation(flow velocity>0.1 m/s)effectively suppressed pathogen proliferation.The innovation of this study lies in establishing a chemical-biological-hydrological coupled risk quantification model for reclaimed water reuse scenarios.The hierarchical prevention standards have been incorporated into local reclaimed water management regulations,providing a scientific foundation and technical paradigm for sustainable landscape water replenishment. 展开更多

The REFLECT Psychological Services Audit Framework was developed to address critical gaps in the evaluation of mental health services, primarily within Employee Assistance Programmes (EAPs) and psychological services. This study aims to assess the framework’s impact on clinical outcomes, financial oversight, staff well-being, and risk management. A mixed-methods approach was employed, combining quantitative data—including paired t-tests, regression analysis, and Chi-square tests—with qualitative insights from semi-structured interviews and focus groups. Quantitative data were collected across 10 EAPs, evaluating 100 clients using the PHQ-9 and GAD-7 scales for depression and anxiety, respectively, and 50 staff members using the Maslach Burnout Inventory (MBI). Financial data included budget allocation efficiency and cost-effectiveness metrics. Risk management was assessed through safeguarding incidents and incident reporting time. Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmental degradation.This requires a fundamental shift towards a model that not only strengthens the response to crises but also learns and adapts in order to anticipate and act before such waste garnered.This article conducted analyses on the characteristics of disasters in the past two decades.Uncertainties confound disaster waste management,including the timing and magnitude of each disaster,and the amounts and types of waste that will be generated.For these reasons alone,disaster waste management must be an integral part of development planning and processes.Making 10 years since the 2008 Wenchuan earthquake,this article highlights that disaster waste management is not only debris clearance or waste management following a disaster,but also includes prevention and pre-disaster preparedness aspects in terms of enhancing resilience of local communities.Such"mainstreaming,"ensures that disaster waste management(DWM)will be treated as a priority issue,on an ongoing basis.Based on UN Environment's experiences and approaches,this paper emphasises that preparedness is the key,and that priority should be accorded to integrating disaster contingency planning in national and city level waste management strategies as well as mainstreaming waste management issues within broader disaster preparedness and response plans and actions.It is envisaged that the issues presented and the gaps identified in this paper will provide a basis for future comprehensive and cohesive research on disaster waste management.In turn,this research can lead to better preparedness and response on disaster waste management. 展开更多

Through researching its impacts to finance, the authors can clearly find that to a large extent most enterprises went bankrupt and closed down because of the weak financial governance system and lack of effective control to internal financial operation Based on this background, the authors analyzed the problems of the traditional financial governance, and tried to find solutions. Applying the concept of COSO (The Committee of Sponsoring Organizations of The National Commission of Fraudulent Financial Reporting) framework into the financial governance system, the authors can reconstruct the embedded financial governance system based on COSO framework, and better control the company's financial activities. 探讨民用瓶装液化石油气(Liquefied Petroleum Gas, LPG)爆炸事故致因,对保障公共安全意义重大。首先,收集中国内地2014—2023年110起民用瓶装LPG爆炸事故典型案例,明确事故系统特征;其次,由Rasmussen风险管理框架建立事故6级层次结构,... 探讨民用瓶装液化石油气(Liquefied Petroleum Gas, LPG)爆炸事故致因,对保障公共安全意义重大。首先,收集中国内地2014—2023年110起民用瓶装LPG爆炸事故典型案例,明确事故系统特征;其次,由Rasmussen风险管理框架建立事故6级层次结构,基于事故查证资料辨识19项典型致因并建立AcciMap模型;最后,融合AcciMap与贝叶斯网络(Bayesian Network, BN)构建量化分析框架,通过诊断推理和敏感度分析辨识关键致因。结果表明:民用瓶装LPG爆炸事故拥有不安全行为和物态2条关键路径;安全生产监管与执法检查不力、违法违规或无资质经营与供气、安全生产主体责任未落实、安全管理和隐患整改存在缺陷、安全培训和应急管理存在缺陷、违规操作钢瓶或燃气器具、安全防护设备或措施存在缺陷是关键致因。应针对关键致因,从政府部门、经营单位、用户单位协同的视角采取靶向防治对策。 展开更多

The intersection of health and disaster risk reduction(DRR) has emerged in recent years as a field of critical inquiry.Health is recognized as an outcome and a goal of DRR,and the integration of both fields is essential to ensure the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030.Health Emergency and Disaster Risk Management(Health-EDRM) has emerged as an umbrella field that encompasses emergency and disaster medicine,DRR,humanitarian response,community health resilience,and health systems resilience.In September 2016,an international group of experts met in Hong Kong to assess the current status and potential of the Health-EDRM research field,a research area that these scholars characterized as underdeveloped and fragmented.Key challenges identified include research overlap,lack ofstrategic research agenda,absence of consensus regarding terminology,and limited coordination between stakeholders.The Sendai Framework provides a useful paradigm within which to shape the research field's strategic development.The WHO Thematic Platform for Health-EDRM Research Group was established to coordinate activities,promote information-sharing,develop partnerships,and provide technical advice to strengthen the Health-EDRM research field.This group will promote the generation of robust and scientific health research to support the meaningful implementation of the Sendai Framework. 展开更多

Exploring factors of disaster preparedness in UNESCO-designated heritage sites

Increased hazards threatening the United Nations Educational,Scientific and Cultural Organization(UNESCO)-designated sites and endangering cultural heritage and community well-being require attention and action.Con-sidering the pivotal role of UNESCO sites in conservation and development,this study assessed their levels of disaster preparedness.The absence of studies assessing disaster awareness,risk perception,and preparedness among UNESCO site actors,as well as the pivotal place of preparedness within the Disaster Risk Management(DRM)cycle justifies this research.Applying the tenets of the Person-Relative-to-Event framework,we hypothe-sized that a strong positive correlation exists between perceived risks,resources,and disaster preparedness.To collect pertinent data,we employed an embedded mixed-method design and conducted an online questionnaire survey yielding 141 responses from 59 countries.From the results of relevant analyses,wildfires,floods,and droughts are top hazards occurring frequently in UNESCO sites,with significant concerns about pollution and habitat loss during future events.Smartphones emerged as the most available crucial DRM resource,with higher availability of DRM resources correlating positively and significantly with sites’preparedness.Our findings con-tribute valuable insights to address missing links for disaster-ready and resilient UNESCO sites,promoting their preservation for future generations. 展开更多

The Sendai Framework for Disaster Risk Reduction 2015–2030 recognizes health at the heart of disaster risk management(DRM)at the global policy level.Five years on,it has catalyzed the rapid development of the field of Health Emergency and Disaster Risk Management(Health EDRM)by providing a mandate for building partnerships as well as enhancing scientific research.Key milestones achieved include publication of the World Health Organization’s Health EDRM Framework,development of the WHO Thematic Platform for Health EDRM and the WHO Health EDRM Research Network,and further application of health information principles to DRM.Furthermore,health actors at all levels have continued to engage in the Sendai Framework processes and have had a key role in its implementation and proposed monitoring.There have been significant gains made through the partnership of health and DRM,but the relationship has not been without its challenges.Many national,regional,and global initiatives continue to operate with a lack of consistency and of linkages to respond to the Sendai Framework’s call for embedding health resilience in DRM,and conversely,embedding DRM in health resilience.Overcoming this hurdle is important,and doing so will be a key marker of success of the next 10 years of partnership under the Sendai Framework. 展开更多

Healthcare security and privacy breaches are occurring in the United States (US), and increased substantially during the pandemic. This paper reviews the National Institute of Standards and Technology (NIST) publication base as an effective solution. The NIST Special Publication 800-66 Revision 1 was an essential standard in US healthcare, which was withdrawn in February 2024 and superseded by SP 800-66 Revision 2. This review investigates the academic papers concerning the application of the NIST SP 800-66 Revision 1 standard in the US healthcare literature. A systematic review method was used in this study to determine current knowledge gaps of the SP 800-66 Revision 1. Some limitations were employed in the search to enforce validity. A total of eleven articles were found eligible for the study. Consequently, this study suggests the necessity for additional academic papers pertaining to SP 800-66 Revision 2 in the US healthcare literature. In turn, it will enhance awareness of safeguarding electronic protected health information (ePHI), help to mitigate potential future risks, and eventually reduce breaches. 展开更多

This study introduces a theoretical framework that supports studies of SD implementation in the context of strategic disaster risk management, by defining what SD implies with regard to planning procedures. The framework is based on the procedural SD principles of participation and integration. It was originally developed for,and has shown great value in, the field of water resource management. In-depth interviews with senior risk management researchers indicate that the framework is also applicable to and valuable for disaster risk management studies.To illustrate the application of the framework, a study of the EU Floods Directive in Sweden is summarized with the framework as the basis for the analysis. 展开更多
