基于BERTopic的科技人才政策文本主题识别与量化分析——以东北三省为例

[目的/意义]新时代东北全面振兴取决于科技人才的有力支撑,科技人才政策是推动科技创新与人才发展的重要制度保障。通过对科技人才政策进行系统的量化分析,旨在准确把握区域科技人才政策的框架结构和动态特征,为深化政策供给侧改革提供决策参考。[方法/过程]本研究以黑龙江省、吉林省、辽宁省三省的科技人才政策文本为研究对象,运用BERTopic模型对其政策文本进行主题识别、关键词提取、相似度计算等,在此基础上开展各省政策主题的纵横向比较,并与粤苏浙鲁等发达省份的政策进行对比分析。[结果/结论]东北三省科技人才政策已形成了以人才引进、培养、使用、评价、激励、服务为主线的政策体系,但与发达省份相比,在政策供给、需求牵引、针对性等方面还存在不足。据此,本研究提出,东北三省应立足区域实际,提升人才政策的系统性、精准性、时效性,聚焦政策供给、需求牵引、区域特色等关键问题,在人才政策的集成优化、创新发展上持续发力,以新时代人才政策变革引领和保障全面振兴、高质量发展。 展开更多

科创氛围对人才引进可持续效能的影响——基于DPSIR-DEA-Malmquist模型及门槛效应分析

人才战略作为长期国策,对国家现代化建设和区域高质量发展具有关键战略意义。高质量人才体系建设的关键,是优化科技创新发展环境,实现人才引进可持续效能的增进。本文利用DPSIR-DEA-Malmquist指数模型,测算了中国2014—2020年间31个省份... 人才战略作为长期国策,对国家现代化建设和区域高质量发展具有关键战略意义。高质量人才体系建设的关键,是优化科技创新发展环境,实现人才引进可持续效能的增进。本文利用DPSIR-DEA-Malmquist指数模型,测算了中国2014—2020年间31个省份(因数据缺失,未含港澳台地区)人才引进可持续效能,进而建构门槛模型,实证检验了科创氛围对人才引进可持续效能的影响机制。研究发现:①我国省域人才引进可持续效能稳定展现并不断增强,地域差异在地理与时空层面均呈现明显的收窄现象;②人才引进可持续效能Malmquist指数在技术效率层面的分解呈现“N型”趋势,基本与Malmquist指数变化趋势一致,而技术进步的指数则呈现“M型”相悖走势,说明并不构成人才引进可持续效能提升的上升动力;③科创氛围对人才引进的各阶段作用均通过了技术效率的门槛效应检验。当技术效率跨越1.775阈值后,科创氛围正向影响人才引进可持续效能。因此,转变“重引轻用”的人才使用现状,扩大科创氛围的建设力度,发挥人才引进可持续效能,是扭转人才战略马太效应、推动地域科学发展的关键所在。 展开更多

To address the severe challenges posed by the international situation and meet the needs of the national major development strategies,the traditional software engineering talent cultivation model lacks interdisciplinary education focused on specific fields,making it difficult to cultivate engineering leaders with multidisciplinary backgrounds who are capable of solving complex real-world problems.To solve this problem,based on the decade-long interdisciplinary talent cultivation achievements of the College of Software Engineering at Sichuan University,this article proposes the“Software Engineering+”innovative talent cultivation paradigm.It provides an analysis through professional construction of interdisciplinary talents,the design of talent cultivation frameworks,the formulation of cultivation plans,the establishment of interdisciplinary curriculum systems,the reform of teaching modes,and the improvement of institutional systems.Scientific solutions are proposed,and five project models implemented and operated by the College of Software Engineering at Sichuan University are listed as practical examples,offering significant reference value. 展开更多

In the new era,the impact of emerging productive forces has permeated every sector of industry.As the core production factor of these forces,data plays a pivotal role in industrial transformation and social development.Consequently,many domestic universities have introduced majors or courses related to big data.Among these,the Big Data Management and Applications major stands out for its interdisciplinary approach and emphasis on practical skills.However,as an emerging field,it has not yet accumulated a robust foundation in teaching theory and practice.Current instructional practices face issues such as unclear training objectives,inconsistent teaching methods and course content,insufficient integration of practical components,and a shortage of qualified faculty-factors that hinder both the development of the major and the overall quality of education.Taking the statistics course within the Big Data Management and Applications major as an example,this paper examines the challenges faced by statistics education in the context of emerging productive forces and proposes corresponding improvement measures.By introducing innovative teaching concepts and strategies,the teaching system for professional courses is optimized,and authentic classroom scenarios are recreated through illustrative examples.Questionnaire surveys and statistical analyses of data collected before and after the teaching reforms indicate that the curriculum changes effectively enhance instructional outcomes,promote the development of the major,and improve the quality of talent cultivation. 展开更多

TResX-BiGRU:科技人才履历实体识别模型

科技人才履历实体识别是人才知识图谱构建、人才推荐等应用的重要基础。针对传统语言模型在处理长文本时效果不佳,难以有效识别文本中的实体关键信息,导致实体识别准确率低等问题,该文设计了一种科技人才履历命名实体识别模型TResX-BiGR... 科技人才履历实体识别是人才知识图谱构建、人才推荐等应用的重要基础。针对传统语言模型在处理长文本时效果不佳,难以有效识别文本中的实体关键信息,导致实体识别准确率低等问题,该文设计了一种科技人才履历命名实体识别模型TResX-BiGRU。文本特征通过XLNet模型进行编码,捕捉其丰富的上下文语义信息;使用BiGRU模型对文本的时序特征进行有效建模,进一步挖掘深层次文本语义关系;引入残差连接充分融合文本的不同层次的特征信息,将XLNet与BiGRU的输出经过线性变换后进行累加,最后输出最佳的标签序列。在自建的科技人才履历Talents语料库与Resume数据集上进行了多层次的对比分析,实验结果表明,TResX-BiGRU模型达到了较好的性能,分别获得了82.36%与97.54%的F1值,在科技人才履历命名实体识别任务中是一种先进的模型。 展开更多

With the implementation of China’s innovation-driven development strategy,the competition among sci-tech talents has become increasingly fierce.Stimulating the innovative vigor of sci-tech talents has become a hot topic in theoretical research and policy practice.Based on the data from 246 questionnaires collected from sci-tech talents in Hebei province,this study explored the influence mechanism of an inclusive organizational climate on innovation input from technological talents and verified the mediating effects of innovation self-efficacy and intrinsic motivation.The results indicate that an inclusive organizational climate has a significant positive impact on innovation input,innovation self-efficacy,and intrinsic motivation of sci-tech talents.Both innovation self-efficacy and intrinsic motivation play a partial mediating role between an inclusive climate and innovation input.This study verified the important role of an inclusive climate in an organization’s human resource management practices and encouraged managers to emphasize enhancing the innovation self-efficacy and intrinsic motivation of sci-tech talents,thereby continuously improving the level of innovation. 展开更多
