Fuzzy multi-criteria decision-making method-based operational assessment of Chinese electricity markets

The evaluation of the electricity market is crucial for fostering market construction and development.An accurate assessment of the electricity market reveals developmental trends,identifies operational issues,and contributes to stable and healthy market growth.This study investigated the characteristics of electricity markets in different provinces and synthesized a comprehensive set of evaluation indicators to assess market effectiveness.The evaluation framework,comprising nine indicators organized into two tiers,was constructed based on three aspects:market design,market efficiency,and developmental coordination.Furthermore,a novel fuzzy multi-criteria decision-making evaluation model for electricity market performance was developed based on the Fuzzy-BWM and fuzzy COPRAS methodologies.This model aimed to ensure both accuracy and comprehensiveness in market operation assessment.Subsequently,empirical analyses were conducted on four typical provincial-level electricity markets in China.The results indicate that Guangdong’s electricity market performed best because of its effective balance of stakeholder interests and adherence to contractual integrity principles.Zhejiang and Shandong ranked second and third,respectively,whereas Sichuan exhibited the poorest market performance.Sichuan’s electricity market must be improved in terms of market design,such that market players can obtain a fairly competitive environment.The sensitivity analysis of the constructed indicators verified the effectiveness of the evaluation model proposed in this study.Finally,policy recommendations were proposed to facilitate the sustainable development of China’s electricity markets with the objective of transforming them into efficient and secure markets adaptable to the evolution of novel power systems. 展开更多

However, the conventional VIKOR techniques used to integrate group judgments and the information loss arising from defuzzification are problematic and distort final outcomes. An improved integration method, which is optimization-based, is proposed. And it can handle fuzzy criteria values and weights. The precondition for accurately defuzzifying triangular fuzzy num- bers is identified. Several effective defuzzification procedures are proposed to improve the extant VIKOR, and a comprehensive evaluation framework is offered to aid multi-criteria group decision making. Finally, a numerical example is provided to illustrate the practicability of the proposed method. 展开更多

A method of minimizing rankings inconsistency is proposed for a decision-making problem with rankings of alternatives given by multiple decision makers according to multiple criteria. For each criteria, at first, the total inconsistency between the rankings of all alternatives for the group and the ones for every decision maker is defined after the decision maker weights in respect to the criteria are considered. Similarly, the total inconsistency between their final rankings for the group and the ones under every criteria is determined after the criteria weights are taken into account. Then two nonlinear integer programming models minimizing respectively the two total inconsistencies above are developed and then transformed to two dynamic programming models to obtain separately the rankings of all alternatives for the group with respect to each criteria and their final rankings. A supplier selection case illustrated the proposed method, and some discussions on the results verified its effectiveness. This work develops a new measurement of ordinal preferences’ inconsistency in multi-criteria group decision-making (MCGDM) and extends the cook-seiford social selection function to MCGDM considering weights of criteria and decision makers and can obtain unique ranking result. 展开更多

In this method, all linguistic values are transformed into two-tuple, and an aggregative decision-making matrix is obtained by using interval operation. The group aggregative values of each criterion on alternatives are computed by using a WC-OWA operator, the aggregative values on alternatives are worked out, and transformed into two-tuple. And the rank of the alternatives is obtained by using the order property of two-tuple. An example shows the feasibility and effectiveness of the proposed method. 展开更多

The environmental impact of maritime transport has now become a relevant issue in sustainable policy formulation and has attracted increasing interest from academia.For the sustainable development of maritime transport,International Maritime Organization stipulates that the sulfur content of ship emissions will reach 0.5 from 2020.With the approaching of the stipulated implementation date,shipowners need to adopt scientific methods to make decision on low sulfur fuel.In this study,we applied a prospect theory based hesitant fuzzy multi-criteria decision-making model to obtain the optimal decision of low Sulphur marine fuel.For this purpose,the hesitant fuzzy decision matrix is established to collect expert opinions,the maximizing deviation method is adopted to determine criteria weights.According to calculate the Euclidean distance from the reference points,we obtain the comprehensive prospect values of alternatives.Lastly,a case study is carried out to illustrate the significance and effectiveness of the proposed methodology.The innovation of this study is that it is the first-time adopting prospect theory and hesitate fuzzy sets to multi-criteria decision making for low Sulphur marine fuel,which provides an effective decision model for shipping companies under Low Sulphur regulations,and can also be extended to other industries. 展开更多

Proper treatment of weak subgrade soil is very important to building a highway of good quality. We proposed an entropy-based multi-criterion group decision analysis method for a group of experts to evaluate alternatives of weak subgrade treatment, with an aim to select the optimum technique which is technically, economically and socially viable. We used fuzzy theory to analyze multiple experts' evaluation on various factors of each alterative treatment. Different experts' evaluations are integrated by the group eigenvalue method. An entropy weight is introduced to minimize the negative influences of subjective human factors of experts. The optimum alternative is identified with ideal point diseriminant analysis to calculate the distance of each alternative to the ideal point and prioritize all alternatives according to their distances. A case study on a section of the Shiman Expressway verified that the proposed method can give a rational decision on the optimum method of weak subgrade treatment. 展开更多

One of the key issues for radio resources management is network selection strategy in heterogeneous scenarios. In order to provide ubiquitous service, the paper puts forward a network selection algorithm based on multiple attribute decision making (MADM) and group decision making (GDM). Firstly, the proposed algorithm acquires attribute weights' vectors of the subjective and objective decision makers based on MADM, and then the two attribute weights' vectors are synthesized to be a new attribute weights' vector by using GDM. Considering that the results of GDM should be reasonable and convincible, the criterion of consistency is adopted for judging the compatibility of group judgments. More specit]cally, the algorithm takes into account not only objective attributes of networks but also the preference of subscribers and traft]c class Hence it guarantees that the subscribers can not select the networks with poor performance depending on their preference. The simulation results show that the proposed algorithm can effectively reduce the handoff number and provide subscribers with satisfactory quality of service (QoS). 展开更多

In this article, we are interested in solving a combinatorial optimization problem, the shortest path problem in a multi-attribute graph, by the out-ranking methods. A multi-attribute graph has simultaneously qualitative and quantitative criteria. This situation gives rise to incomparable paths thus forming the Pareto front. Outranking methods in Multi-criteria Decision Making (MCDM) are the only methods that can take into account this situation (incomparability of actions). After presenting the categories of Multi-criteria Decision Making (MCDM) and the difficulties related to the problems of the shortest paths, we propose an evolutionary algorithm based on the outranking methods to solve the problem of finding “best” paths in a multi-attribute graph with non-additive criteria. Our approach is based on the exploration of induced subgraphs of the outranking graph. Properties have been established to serve as algorithmic basis. 考虑到当前综合能源系统研究缺乏完善的需求响应量化评估方案,难以在优化运行层面综合评估需求响应效益这一问题,提出了一种基于改进AHP群决策—CRITIC组合赋权与灰云模型的综合能源系统需求响应效益评价方法。首先,从综合能效性、社会... 考虑到当前综合能源系统研究缺乏完善的需求响应量化评估方案,难以在优化运行层面综合评估需求响应效益这一问题,提出了一种基于改进AHP群决策—CRITIC组合赋权与灰云模型的综合能源系统需求响应效益评价方法。首先,从综合能效性、社会经济性和需求侧互动性三个维度构建了需求响应效益评价指标体系。其次,采用一致性和权重拟合性更优的指数标度法构造判断矩阵,降低赋值误差,并通过AHP群决策法确定主观权重,从而削弱主观极值偏差对权重的影响;在由CRITIC法确定客观权重后,基于最小欧氏距离建立组合权重模型,并通过非线性规划求取最优组合权重;针对评价等级信息的模糊性与隶属等级的随机性,采用正态灰云白化权模型确定指标分类等级与场景评分。最后,以北方某综合能源系统为例,根据用户参与需求响应方式设置了4种运行场景,分析了不同需求响应对系统运行的影响与作用,算例结果表明所提指标体系与评价方法科学有效。 展开更多
