Predicting the Number of Beijing Science and Technology Personnel Based on GM(1,N) Model

In this paper, based on the Science and Technology Statistics in Beijing Statistical Yearbook, grey theory is used to study the relationship among S&T (Science and Technology) activities personnel, R&D (research and development) personnel FTE (Full Time Equivalent), intramural expenditure for R&D and Patent Application Amount. According to the grey correlation coefficient, screening of grey GM(1,N) prediction variables, the grey prediction model is established. Meanwhile, time series model and GM(1,1) model are established for patent applications and R&D personnel equivalent FTE. By comparing the simulating results with the real data, the absolute relative error of prediction models is less than 10%. The results of the prediction model are tested. In order to improve the prediction accuracy, the mean values of the predicted values of the two models are brought into the GM(1,N) model to predict the number of scientific and technical personnel in Beijing during 2015-2025. Forecast results show that the number of science and technology personnel in Beijing will grow with exponential growth trend in the next ten years, which has a certain reference value for predicting the science and technology activities and formulating the policy in Beijing. 展开更多

The Selection of Financing Methods for Small and Medium Sized Technology Enterprises

Equity financing and debt financing are the main financing methods for small and medium sized enterprises. Based onthe samples of small and medium-sized enterprises listed on the Shenzhen Stock Exchange during 2010 and 2015, we collected theturnover data and studied the influence factors in financing and constraints. The results show that science and technology enterpriseshave different tendency in equity financing in different stages of social development. In the stage of social currency additional, theseenterprises tend to debt finaneing. Besides, those science and teehnology enterprises with better ability in sustainable development andinnovation ability are easier to get equity investment; those enterprises with more enterprise strength and government subsidies seemedmore sueeessfully in obtaining debt investment. 展开更多

Erosive burning is a common burning phenomenon of the gunpowder with inner holes.The actual combustion law of the gunpowder with inner holes can be changed by erosive burning.Pressure difference between the inner and the outer of hole caused by loading density variation of the propellant charge makes erosive burning occur at inner holes during in-bore burning.The effect of erosive burning on burning speed of the propellant is studied by using the effects of flow rate,heat transfer and erosion of the combustion gas in inner holes on burning rate.The mathematic model of erosive burning of the propellant is established.The effects of the factors such as loading density,inner hole size and grain length on erosive burning and interior ballistic performance are analyzed.The method to improve the bore pressure for small charge mass and small firing range by erosive burning is proposed. 展开更多

把握好技术经济周期规律、防范化解金融风险对于建设科技强国和金融强国具有重要意义。以历史上3次工业革命为切入点,探讨技术经济周期与金融风险间的关系。在技术经济周期中,先进技术应用、经济结构转变和社会变迁,推动金融创新发展和... 把握好技术经济周期规律、防范化解金融风险对于建设科技强国和金融强国具有重要意义。以历史上3次工业革命为切入点,探讨技术经济周期与金融风险间的关系。在技术经济周期中,先进技术应用、经济结构转变和社会变迁,推动金融创新发展和升级,同时也孕育着金融风险。反之,资本的快速积累和金融风险释放对科技进步不可或缺。研究表明,我国走出一条压缩式工业化道路,同时面临技术经济周期进入后半段的挑战。后半段的共性风险主要有金融资本与实体经济脱节可能性加大、新型基础设施投资风险、金融体制僵化导致的风险等。我国所处阶段也面临着金融科技发展、金融更高开放程度和中美战略博弈升级所引发的特殊风险。建议推动科技、产业、金融资源一体化配置,深化科技金融体制改革,加快构建技术驱动型监管体系,不断提升金融的国际竞争力,筑牢金融基础设施根基。 展开更多

数字素养是数字时代人才综合素质的重要组成部分,培育学生数字素养是培养符合数字时代需求的高质量人才队伍的必由之路。然而,由于学生数字素养培育理念过于强调技术工具的操作使用,忽视了智能时代倡导的人机协同自主学习,这已成为制约... 数字素养是数字时代人才综合素质的重要组成部分,培育学生数字素养是培养符合数字时代需求的高质量人才队伍的必由之路。然而,由于学生数字素养培育理念过于强调技术工具的操作使用,忽视了智能时代倡导的人机协同自主学习,这已成为制约学生数字素养培育的瓶颈。生成式人工智能在创设灵活开放、包容共享的人机协同环境,引导学生自组织学习方面具有巨大潜力,可为破解上述困境提供新的契机。鉴于此,该文构建了基于自组织学习理论的学生数字素养培育模型,提出面向学生数字素养培育的GAiSOLEs教学模式,并在信息科技课程中开展准实验研究,验证GAiSOLEs教学模式对学生数字素养培育的影响。结果表明,GAiSOLEs教学模式可以显著提升学生的数字素养整体水平,以及信息意识、计算思维和数字化学习与创新等维度水平,但对信息社会责任的提升效果不显著。基于此,提出应该重视技术伦理安全,构建可控教育大模型,关注学生数字知识技能发展,避免陷入认知陷阱,并开展生成式人工智能教学培训,提升教师数字素养。 展开更多

在中国积极推动内需消费与实现双碳目标的背景下,绿色金融作为推进可持续发展的关键工具,对于塑造绿色消费市场具有至关重要的作用。基于2009—2021年中国30个省市的面板数据,运用空间杜宾模型探究了绿色金融对绿色消费的影响机制。研... 在中国积极推动内需消费与实现双碳目标的背景下,绿色金融作为推进可持续发展的关键工具,对于塑造绿色消费市场具有至关重要的作用。基于2009—2021年中国30个省市的面板数据,运用空间杜宾模型探究了绿色金融对绿色消费的影响机制。研究结果表明,绿色金融与绿色消费存在显著的正向空间关联性,绿色金融的推进不仅促进了本地区绿色消费的增长,也通过区域经济联动效应,推动了邻近地区的绿色消费提升。这一过程主要是通过优化产业结构和提升产业层次完成的。此外,数字技术的广泛应用和人口素质的提升进一步增强了这种正向影响。在东部地区及环境规制严格和金融体系成熟的地区,这种促进作用尤为显著。基于上述发现,建议政府在不同地区制定差异化的绿色金融政策,充分发挥其在区域经济一体化中的潜力,促进绿色消费市场的快速发展,为实现可持续发展目标奠定基础。 展开更多

[目的/意义]新时代东北全面振兴取决于科技人才的有力支撑,科技人才政策是推动科技创新与人才发展的重要制度保障。通过对科技人才政策进行系统的量化分析,旨在准确把握区域科技人才政策的框架结构和动态特征,为深化政策供给侧改革提供决策参考。[方法/过程]本研究以黑龙江省、吉林省、辽宁省三省的科技人才政策文本为研究对象,运用BERTopic模型对其政策文本进行主题识别、关键词提取、相似度计算等,在此基础上开展各省政策主题的纵横向比较,并与粤苏浙鲁等发达省份的政策进行对比分析。[结果/结论]东北三省科技人才政策已形成了以人才引进、培养、使用、评价、激励、服务为主线的政策体系,但与发达省份相比,在政策供给、需求牵引、针对性等方面还存在不足。据此,本研究提出,东北三省应立足区域实际,提升人才政策的系统性、精准性、时效性,聚焦政策供给、需求牵引、区域特色等关键问题,在人才政策的集成优化、创新发展上持续发力,以新时代人才政策变革引领和保障全面振兴、高质量发展。 展开更多

科技金融的蓬勃发展已成为建设创新型国家的重要支柱。党的二十届三中全会明确指出需要系统构建科技金融生态体系,其现实意义不容忽视。本研究以中国科技金融生态体系为对象,从参与主体、技术驱动及未来趋势等核心维度展开分析,为政策... 科技金融的蓬勃发展已成为建设创新型国家的重要支柱。党的二十届三中全会明确指出需要系统构建科技金融生态体系,其现实意义不容忽视。本研究以中国科技金融生态体系为对象,从参与主体、技术驱动及未来趋势等核心维度展开分析,为政策制定提供理论依据与实践参考。研究发现,尽管当前政策对科技金融生态的构建起到了一定支持作用,但在精确性与有效性方面仍存在改进空间。为此,本研究提出四项政策支持路径,以提升科技金融生态体系的完善程度。第一,优化监管框架与立法,形成稳定且具有前瞻性的制度基础;第二,强化隐私保护与风险防控机制,提高体系的安全性与透明度,推进整体治理能力现代化;第三,促进跨界协作与信息共享,通过创新联动实现资源的高效整合;第四,注重教育改革与专业人才培养,打造多层次、专业化的人才梯队,为生态体系注入长期发展动力。本文以政策实践与理论分析相结合的方式,为构建安全、高效且具有开放性的科技金融生态体系提供了系统化支持,努力在多维度推动其可持续发展。 展开更多
